About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks an SDVOSB to provide low-demand safe haven residential housing and case management services for up to 40 homeless veterans in the Bronx, with proposals due September 18, 2026 at 3:00 PM EDT and questions due September 3, 2026. This is a recompete; the incumbent contractor is Patriot First Professional Services under contract 36C24226D0022.
Place of performance is the Bronx, NY catchment area, covering the Bronx, Queens, Yonkers, and White Plains. The facility must operate 24/7 with 40 beds: 4 for women, 30 for men, and 6 handicapped-accessible units. Veterans are referred by the James J. Peters Bronx VA Medical Center. The contractor delivers services on a per-diem basis; a guaranteed minimum of $100 in base year services applies, though actual referrals depend on VA needs.
The contract runs for a 12-month base period (December 1, 2026 through November 30, 2027) plus four one-year option periods, with a maximum potential contract value of $14,000,000. Services include room and board, nutritionally adequate meals, laundry, therapeutic and rehabilitative services, comprehensive case management (case manager-to-veteran ratio not to exceed 1:14), daily structured activities, and direct assistance in securing permanent housing within 60 to 180 days of admission. Key personnel must include a full-time administrator available 24/7, an on-call director, a credentialed clinical supervisor (minimum LCSW) for weekly on-site visits, and case managers with master's degrees in Social Work or Mental Health Counseling. All staff must complete annual VA training in S.A.V.E., HIPAA/Privacy, Disruptive Behavior Management, and Information Security. Service Contract Act prevailing wage rates apply for New York counties including Bronx, Kings, New York, Queens, Richmond, Rockland, and Westchester. The VA will grant a 6-month transition period after award for ADA-accessible modifications and inspection compliance; veterans will not be placed at the facility prior to passing full inspection. Amendment 0001, issued September 9, 2026, clarified staffing ratios and ADA transition requirements and confirmed the recompete status.
