About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 has published a Special Notice announcing its intent to award a sole source contract for Homeless Veterans Temporary Rehabilitative Residential Housing services. The contract will be awarded to Myrover-Reese Fellowship Homes, Inc., located in Fayetteville, North Carolina, under FAR 13.5 as a firm fixed price agreement. This service provides inpatient transitional housing for homeless veterans within a 50-mile radius of the Fayetteville VAMC or within 25 miles of outlying VA Healthcare Centers. The comprehensive residential support includes beds, restrooms, bathrooms, kitchen facilities, furnishings, meals, snacks, hygiene items, first aid supplies, and lockable storage. The agency has determined through market research that this service can only be obtained from a single source without unacceptable cost duplication or delays in patient care continuity.

The purpose of this Special Notice is to inform the contracting community of the intended sole source award while providing an opportunity for other capable businesses to demonstrate their ability to provide equivalent services. Any business believing it can provide the required homeless veterans housing services must submit written notice to Cherisse.Hall@va.gov by 12:00pm EDT on September 11, 2025. Responses must include comprehensive company information such as name, address, point of contact, phone number, SAMs Unique Entity ID Number, capabilities statement, and past performance documentation. The government will consider all responses but retains sole discretion in determining whether to compete the acquisition based on the submissions received. This opportunity falls under NAICS code 623220 for Residential Mental Health and Substance Abuse Facilities, reflecting the specialized nature of the transitional housing services required for homeless veterans.
