About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1, operating through the Northampton VA Medical Center, is soliciting quotes for Emergency Contracted Residential Services for homeless veterans in Central Western Massachusetts. The procurement seeks multiple award contracts to provide emergency housing beds across three configurations: 10 emergency beds with priority for Worcester County locations, 10 emergency beds specifically in Worcester County, and 15 emergency beds in Worcester County. Contractors must provide comprehensive residential services including safe housing, case management, supportive services, individual service plans, and assistance with transitioning veterans to permanent housing, while maintaining a 55% or higher exit rate to permanent housing and a negative exit rate of 20% or less. The evaluation will utilize a best value approach under FAR Part 13.106-2(b), considering price, past performance, technical capabilities, and contractor experience in serving homeless veterans. The solicitation closed on August 20, 2025, with technical questions directed to carissa.sarazin@va.gov throughout the process.

This solicitation operates without any set-aside designations and does not identify current incumbents or contractors. While specific award values are not disclosed, the daily rate structure encompasses comprehensive services including room, board, food, operational services, maintenance, and veteran-specific support with no additional funding beyond the occupancy rate. The contract structure includes a base year with four optional years exercisable at the government's discretion, targeting a total of 35 emergency beds across the various configurations, though vendors may propose fewer beds if unable to meet the full requirements. Services will be performed in Worcester County within Central Western Massachusetts, with the primary place of performance listed as Leeds, Northampton, MA. Vendors are permitted to submit quotes for single locations rather than all configurations, providing flexibility in the competitive process.
