About this opportunity

The U.S. Army Corps of Engineers Engineering District Japan intends to solicit an electrical substation project at Yokohama North Dock using either Progressive Design Build or Integrated Design and Construction acquisition strategies, with responses to this market survey due by September 23, 2026. No set-aside is anticipated. This pre-solicitation effort targets local sources physically located and licensed to conduct business in Japan to gauge contractor interest and capability before formal solicitation.

Both PDB and IDAC are collaborative, two-phase methods that differ fundamentally from traditional design-build. Under PDB, the Government selects a contractor early based on qualifications, past performance, and expertise rather than price, with Phase 1 comprising preconstruction and design services at fixed fee or negotiated rate as design matures from 0–10% to 60–90%, followed by Phase 2 execution under Firm-Fixed-Price or Guaranteed Maximum Price terms. Under IDAC, a separately contracted Architect-Engineer advances design while the selected contractor provides constructability reviews, value engineering, and cost estimations in Phase 1, with Phase 2 execution under FFP after negotiation. Both employ "open-book" pricing transparency and include an off-ramp provision allowing the Government to competitively bid remaining work if Phase 1 pricing cannot be agreed upon.

The survey addresses Phase 1 collaborative contracting experience, electrical infrastructure expertise, compliance history with USACE and U.S. Forces Japan, cost-data transparency willingness, specialized subcontractor engagement timing, long-lead procurement strategy for transformers and switchgear, and labor and logistical challenges specific to Yokohama North Dock over an anticipated 24–36 month execution period.

The U.S. Army Corps of Engineers (USACE) is exploring the use of alternative acquisition strategies like Progressive Design Build and Integrated Design and Construction for the upcoming electrical substation project at Yokohama North Dock. Because these contracting method differ from traditional U.S. Government Fixed-Price Design-Build contracts, this summary is provided to explain the different framework, how risks are shared, and how the contractor and Government will collaborate as well as to determine local industry interest in these new methods.

What is Progressive Design-Build (PDB)?

PDB is a highly collaborative project delivery method. Unlike traditional Design-Build where contractors must submit a final construction proposal based on an incomplete preliminary design, PDB selects a contractor based primarily on their qualifications, past performance, and expertise, rather than a final price.

What is Integrated Design & Construction (IDAC)?

The Integrated Design and Construction (IDAC) acquisition strategy represents a highly collaborative, two-phase procurement method designed to mitigate risks, compress timelines, and control costs on complex military and civil works construction projects. The intent is to competitively select the construction contractor early in the design cycle. This allows the construction contractor to provide real-time constructability reviews, cost estimations, and market supply-chain analysis while the Designer of Record (DOR) finalizes the design.

For both methods, once the contractor is selected, the U.S. Government and the Contractor work together as a team to collaboratively/progressively develop the design, schedule, and cost.

This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).

We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought.  Market research and industry feedback is an essential part of the acquisition process.

The information requested in this announcement will be used within POJ to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.

a.    This contract will be performed in its entirety in the country of Japan and is intended only for local sources.  Only local sources will be considered under this solicitation.  Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform construction in Japan. Specifically, a prospective offeror must be duly authorized to operate and conduct construction business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts.

b.    In addition, offerors must possess a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license by the proposal due date and time. The U.S. Government will verify that the offeror has the license through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website at https://etsuran2.mlit.go.jp/TAKKEN. It is the responsibility of the offeror to ensure that it has the license (Japanese civil construction or Japanese architectural construction), and that it is accurately shown on the MLIT website, by the proposal due date and time.  Failure to comply with this requirement will be cause for rejection of your offer.
