About this opportunity
The Department of Labor Bureau of Labor Statistics intends to solicit a recompete for management, technical, security, data dissemination, and survey operations services for the National Longitudinal Surveys of Youth (NLSY79 Round 32 and NLSY97 Round 24), with an RFI due October 2, 2026, and no set-aside anticipated. BLS is conducting market research to gather vendor feedback on three dimensions: clarity of the draft Performance Work Statement, strategies to increase vendor participation, and contractor capability assessment.
Core contract responsibilities span contract management with detailed staffing and communication protocols; implementation of security requirements aligned with NIST SP 800-53 standards, including confidentiality training, annual security assessments, system security plans, configuration management, contingency planning, and incident response; operation of a Public Use Data Dissemination System with web-based repository and data extraction tools; interim contact and questionnaire design for both survey rounds; field operations including staff recruitment, training, and quality control; data processing including coding, weighting, and public-use file preparation; and documentation and records management compliant with Federal Records Act and NARA regulations. Optional tasks include skills survey supplementation, disclosure risk identification and reidentification exercises, National Death Index updates, data transfer activities, and NLSY79 cohort phase-out.
The contractor must designate employees as BLS agents subject to CIPSEA and Privacy Act protections and maintain records on secure BLS-provided systems. Vendors must address large-scale national survey experience, computer-assisted telephone interviewing and web-based survey technology, labor market expertise, data file development and dissemination, disclosure risk analysis, cognitive assessments, multi-year data collection closure procedures, and data transfer protocols. RFI responses, limited to 10 pages, are due via email to DeCarlo Coleman at coleman.decarlo@dol.gov by 10:00 AM EST on October 2, 2026. Questions close September 25, 2026, to Contracting Officer Shayla Battle at battle.shayla.e@dol.gov.
