About this file
This is a Request for Information (RFI) issued by the U.S. Bureau of Labor Statistics (BLS) within the Department of Labor for market research purposes related to the management, data security, collection, processing, and dissemination of the National Longitudinal Survey of Youth 1979 (NLSY79) and National Longitudinal Survey of Youth 1997 (NLSY97). The RFI is not a solicitation and does not constitute a commitment to award a contract; it is intended to identify vendor interest and assess contractor capability prior to potential future procurement action.
The RFI requires vendors to address three primary areas: clarity of a draft Performance Work Statement (PWS), vendor participation factors, and capability demonstration. Vendors must respond to questions regarding appropriate NAICS codes, suggested service improvements, and PWS clarifications. In the vendor participation section, respondents should identify disadvantages or barriers to proposing, suggest approaches to encourage participation, and articulate potential performance, technical, and cost risks. The capability statement requires documentation of experience conducting large-scale national surveys, computer-assisted telephone interviewing (CATI) and web-based survey technology, labor market survey expertise, past similar projects, data file development and dissemination, disclosure risk analysis and reidentification attacks, cognitive assessments, multi-year data collection closure procedures, and data transfer protocols. Responses are limited to 10 pages in Microsoft Word format with 11-12 point Times New Roman font and 1-inch margins. RFI responses must be submitted via email to DeCarlo Coleman at coleman.decarlo@dol.gov by 10:00 AM EST on Friday, October 2, 2026. Questions may be submitted by 10:00 AM EST on September 25, 2026, to Contracting Officer Shayla Battle at battle.shayla.e@dol.gov, with Q&As to be posted as amendments. Respondents are solely responsible for submission expenses, and responses will not be returned or accepted as binding offers.

Department of Labor - OSPE Request for Information (RFI)/Sources Sought Notice
FY27 Y79 R32, Y97 Round 24 Recompete
SPECIAL NOTICE: SOURCES SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR PROPOSALS. The U.S. Bureau of Labor Statistics (BLS) is conducting market research to determine if sufficient interest and capability exists in the commercial marketplace. This RFI is issued for developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
I. INTRODUCTION
This is a Requestion for Information (RFI) per FAR 15.201 (e) for market research purposes. Contracted services will include the management, data security, collection, processing and dissemination of the NLSY79/97 surveys. The purpose of this RFI is two-fold: (1) to identify ways to increase vendor participation, and (2) to assess vendor capability.
II. BACKGROUND
The Bureau of Labor Statistics (BLS) of the U.S. Department of Labor is the principal Federal statistical agency responsible for measuring labor market activity, working conditions, and price changes in the economy. Its mission is to collect, analyze, and disseminate essential economic information to support public and private decision-making that forms the basis of our democratic, free-enterprise system. Like all Federal statistical agencies, BLS executes its statistical mission with independence, serving its users by providing products and services that are accurate, objective, relevant, timely, and accessible.
BLS sponsors the National Longitudinal Surveys (NLS) to obtain information about how people respond to changes in the broader economy. The NLS program has obtained a wealth of information about young people making the transition from school to the labor market and adulthood; individuals in their 30s, 40s, and 50s as they make choices about their careers and families; and older individuals as they prepare for and enter retirement.
Such information is obtained through the National Longitudinal Survey of Youth 1979 (NLSY79) and the National Longitudinal Survey of Youth 1997 (NLSY97).
The NLSY79 Cohort is a longitudinal project that follows the lives of a sample of American youth born between 1957-64. The cohort originally included 12,686 respondents ages 14-22 when first interviewed in 1979; after two subsamples were dropped, 9,964 respondents now remain eligible for biennial interview. This cohort is approaching retirement and has been interviewed 31 times to date. The NLSY97 Cohort follows the lives of a sample of American youth born between 1980-84; 8,984 respondents were ages 12-17 when first interviewed in 1997. This ongoing cohort has been surveyed 22 times to date and is now also interviewed biennially. In recent rounds, the NLSY97 has maintained a retention rates of approximately 73 percent of eligible respondents. For the survey to be useful and relevant for researchers and policymakers, the quality of the data must be high. The survey must be conducted within the resources of the National Longitudinal Surveys program’s budget, but quality and timeliness are critically important.
III. INFORMATION REQUESTED
BLS is requesting feedback on the following aspects of the upcoming contract solicitation: (1) clarity of the performance work statement (PWS), (2) how to increase vendor participation, and (3) vendor capability. After reviewing the attached list of potential tasks in the draft PWS, please address the following questions:
Clarity of the Performance Work Statement
1. Under what NAICS codes(s) can this work be listed?
2. Identify any questions or clarifications that would likely be requested from industry regarding the PWS as drafted.
*Note: Respondents are encouraged to include additional comments/information considered to be appropriate and useful in assisting the program office in refining the Draft PWS and in assessing potential costs and potential risk. These include the following:
1. Based on a review of the referenced services in the Draft PWS, are there suggestions that your firm would propose in terms of providing this service?
2. Identify any questions or clarifications that would likely be requested from industry regarding the PWS as drafted.
Vendor Participation
1. What aspects or components of the PWS and/or solicitation terms would cause you not to propose (i.e. what are the disadvantages, if any, or challenges that you see in the PWS, solicitation, or supporting documents that would make you not propose, etc.)
2. What could NLS address to encourage your participation in the future competition such as:
a. Providing additional information about the contract requirements
b. Changing contract type
3. What are the potential risks that could impact the requirement, whether it is performance risk, technical risk or cost that would deter your participation in the competition?
4. What issues with scope (either expressed or implied) that may limit a Company’s ability to perform services and ultimately increase the cost to the Government.
Capability Statement
The capability statement must describe the collective expertise and experience with respect to each of the following questions:
1. Demonstrate successful experience conducting large scale, nationally representative social science surveys.
2. Demonstrate technical capacity for conducting computer assisted telephone interviewing (CATI) and web-based surveys.
3. Demonstrate staff and corporate qualifications, knowledge, and experience related to the conduct of large-scale labor market surveys.
4. Provide documentation of past projects that are of similar scale, scope, and complexity as the NLSY79/NLSY97.
5. Demonstrate experience developing data files and documentation for dissemination to researchers with various levels of expertise in statistical methods and social science research.
6. Describe your firm’s experience conducting disclosure risk analysis and reidentification attacks.
a. What steps would you recommend to assess the risks associated with the public release of a household survey dataset, and the effects of applying statistical disclosure limitation (SDL) techniques on those risks?–
b. How does the longitudinal nature of the data aid or complicate the task of assessing disclosure risk?
c. What other factors are important to consider in an analysis of disclosure risk?
d. How long should it take to conduct a reidentification attack?
7. Describe your firm’s experience conducting cognitive assessments to a sample the the size and age of the NLSY97 and alongside other data collection from the same sample.
a. What steps would you recommend for selecting the assessments to be administered?
8. Describe your firm’s experience in closing a multi-year data collection while preserving data appropriately for future use:
a. What demonstrated capability do you have to create organized and well-documented data sets that can be transferred to libraries at other institutions?
b. How would you ensure that complex data sets transferred to other institutions would be amenable to future use?
c. What approaches, methods, and practices do you recommend for secure transfer of large, complex datasets to other institutions?
9. Are there relevant differences in how you would approach the transfer of operational data (e.g., respondents’ contact information, call records, etc.) vs. the transfer of collected survey data?
Vendor Information
1. Company description, discussion of company capabilities, and general summary of approach to accomplishing the requirements listed in the draft PWS.
2. Historical information (description and length of time providing this service, as well as under what North American Industry Classification System (NAICS) XXXXXXXXX) to the public and other federal agencies.
