About this opportunity
The Bureau of Labor Statistics, under the Department of Labor, is issuing a Request for Information and Sources Sought Notice for the FY27 National Longitudinal Surveys management and operations recompete, with RFI responses due by 10:00 AM EST on October 7, 2026. This is a market-research RFI for planning purposes only and does not constitute a solicitation or commitment to award.
BLS seeks vendor feedback on three aspects of the upcoming solicitation: clarity of the performance work statement, strategies to increase vendor participation, and vendor capability assessment. The procurement covers management, data security, collection, processing, and dissemination services for the National Longitudinal Survey of Youth 1979 (NLSY79) and National Longitudinal Survey of Youth 1997 (NLSY97). The NLSY79 cohort includes 9,964 eligible respondents with 31 interviews conducted since 1979; the NLSY97 cohort includes 8,984 respondents with 22 interviews conducted since 1997 and maintains approximately 73 percent retention rates. Both surveys are now conducted biennially.
Vendor responses must not exceed 10 pages and must address survey experience, CATI and web-based survey capacity, data file development, disclosure risk analysis, cognitive assessments, data preservation and transfer procedures, and vendor business classification and NAICS code history. Questions regarding the RFI must be submitted by 10:00 AM EST on September 25, 2026. Core contract deliverables include management and staffing plans due 45 business days after award, field operations with English and Spanish interview capability, data processing with preliminary files due within 13 months of fielding completion, and public-use files within 14 months. The contractor must ensure CIPSEA and Privacy Act compliance and maintain public-facing data dissemination systems with OMB M-17-06 Section 508 compliance. Responses should be submitted via email to DeCarlo Coleman at coleman.decarlo@dol.gov.
