About this opportunity
The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements, with a notice-of-interest deadline of September 2, 2026, when the RFP will post at www.txep.uscourts.gov. No set-aside applies.
Services include substance use treatment (assessments and counseling—individual, group, and family), urine collection and testing, residential substance abuse treatment, and mental health treatment (psychiatric evaluations, medication monitoring, assessments, and counseling). Specific solicitations are organized by location and service type, including substance use treatment for Sherman, Lewisville, and Athens, Texas; urine collection for Lewisville and Paris, Texas; residential substance abuse treatment for all Eastern District of Texas; and mental health treatment for Athens, Texas.
Agreements run October 1, 2026 through September 30, 2027, with Government option to unilaterally extend for four additional one-year periods. Offerors must demonstrate ability to provide services within the relevant catchment area with an available facility, employ professionals meeting required experience and credentials, and offer pricing as low or lower than charged to their most favored customers for comparable services under similar terms and conditions.
Interested offerors should send a notice of interest including company name, mailing address, telephone number, and email address to TXEPml_treatment_services_team@txep.uscourts.gov. SAM.gov registration is highly recommended and required before award but is not a determining factor in proposal evaluation. A FY 2027 Bidder Conference recording is available on the agency website under the Contract Treatment Services & Other Solicitations tab.
