Services span substance use treatment and testing (urinalysis collection, assessments, residential treatment, substance use counseling in individual, group, and family formats) and mental health treatment (psychiatric evaluations, medication monitoring, mental health assessments, mental health counseling, dual diagnosis/co-occurring disorder counseling). Short-term residential substance abuse treatment must serve both male and female clients and accept clients participating in medically managed treatment (MMT).

The initial period runs October 1, 2026 through September 30, 2027, with a government option to unilaterally extend for an additional four years in four twelve-month intervals.
Interested offerors must submit a notice of interest (name, mailing address, telephone number, email) to TXEPml_treatment_services_team@txep.uscourts.gov prior to RFP posting. Offerors must demonstrate a facility available within the catchment area, employ professionals meeting required experience criteria, and offer pricing as low or lower than provided to their most favored customer for comparable services under similar terms and conditions. SAM.gov registration is required before award but will not be used as an evaluation factor. A FY 2027 Bidder Conference recording is available at www.txep.uscourts.gov.
