About this opportunity
The United States Probation and Pretrial Services Office for the Eastern District of Texas seeks substance use treatment services via Blanket Purchase Agreements, with proposals due July 27, 2026, and questions due July 21, 2026. A mandatory virtual vendors conference is scheduled for July 7, 2026 at 10:00 a.m. via Microsoft Teams.
Performance is in Celina, Texas. The BPA covers the period October 1, 2026 through September 30, 2027, with provision for the Government to unilaterally extend for four additional twelve-month periods, not to exceed 60 months total. The Government anticipates approximately one to two vendors. Services include substance use assessments, individual counseling (estimated 4–8 sessions per month), group counseling (estimated 12–19 sessions per month), and family counseling (estimated 1 session per month), each priced per 30-minute session.
Offerors must maintain a physical facility within the Celina catchment area and provide services to federal defendants and persons under supervision as authorized by Probation Form 45. Practitioners must meet state licensure and credentialing requirements. Services must be immediately accessible with flexible scheduling including evening hours; vendors cannot refuse services based on medication-assisted treatment, medical conditions, disabilities, religion, or criminal record, and must operate without waiting lists. All proposals must include pricing for identified project codes and demonstrate technical acceptability. Mandatory compliance requirements include HIPAA confidentiality, file maintenance, case staffing conferences at minimum every 90 days, 24/7 emergency availability, and monitoring. Blanket Purchase Agreements do not obligate government funds; actual contracts occur upon placement of referrals. If multiple vendors are awarded, referrals will be rotated among them. NAICS code is 621420, Outpatient Mental Health and Substance Abuse Centers.
