About this opportunity

The United States Probation and Pretrial Services Office for the Eastern District of Texas seeks urine collection, testing, and reporting services for federal defendants and persons under supervision in the Texarkana, Texas and Arkansas catchment area, with proposals due July 27, 2026.

The procurement will establish Blanket Purchase Agreements (BPA) for approximately one to two vendors for the period October 1, 2026 through September 30, 2027, with Government option to unilaterally extend for four additional twelve-month intervals. Place of performance is Texarkana, Texas and/or Texarkana, Arkansas. The NAICS code is 621420, Outpatient Mental Health and Substance Abuse Centers; PSC is G099, Social—Other.

Estimated monthly volume is six to ten specimens across the base year and option years, priced on a per-specimen basis. Vendors invoice only for testable specimens; no-shows and untestable samples due to procedural failures do not generate charges. Offerors must demonstrate facility availability within the catchment area, qualified professional staff with no current criminal charges or practice restrictions, and pricing as low as or lower than offered to the vendor's most favored customer for comparable quantities under similar terms and conditions.

Compliance requirements include secure specimen collection and storage, OSHA bloodborne pathogen training for staff, direct observation protocols, temperature and adulteration testing for unobserved specimens, Chain of Custody documentation, Urinalysis Testing Logs, and Monthly Sign-In Logs submitted with invoices. Vendors must maintain a "Satisfactory" performance rating to exercise contract options. A mandatory virtual vendors conference is July 7, 2026 at 10:00 a.m. via Microsoft Teams; questions are due July 21, 2026. On-site facility inspections will occur within 180 days of award.
