About this opportunity
The Department of the Navy Strategic Systems Programs (SSP) has issued a Special Notice announcing its intent to award a sole-source contract for Portable Impact Location System (PILS) impact scoring and engineering services. The notice was posted on March 11, 2026, with a proposal due date of March 26, 2026. SSP plans to negotiate this contract exclusively with Trident Research of Austin, Texas under the authority of 10 U.S.C. 3204(a)(1), which permits sole-source procurement when only one responsible source is available. The contract falls under the Engineering Services NAICS category and is classified as a Technical Representative position. This procurement is not utilizing any set-aside provisions and represents a full and open competition opportunity for interested contractors.
The primary objective of this contract is to provide comprehensive maintenance, operation, sustainment, logistics support, and life cycle management for PILS equipment used during U.S. Navy Trident II and U.S. Air Force Sentinel flight tests. Contractors must demonstrate detailed knowledge of PILS engineering principles, acoustic scoring methodologies for Flight Ballistic Missile systems, GPS and acoustic data post-test processing, and expertise with the Navy Mobile Instrumentation System (NMIS). Additional requirements include proficiency with unmanned surface vehicles for flight test support and in-depth familiarity with Strategic Systems Programs Operational Directives, SSP Instructions, and technical program management processes outlined in T9001-C CH1. Eligible contractors should possess substantial experience in development, production, testing, and deployment of PILS systems in broad ocean areas, along with proven capabilities in program management, engineering support, and software and hardware delivery for defense applications.
Notice text
Strategic Systems Programs (SSP) intends to issue a Request for Proposal and negotiate a contract on a sole-source basis with Trident Research, of Austin, Texas to provide services support for U.S. Navy SSP-owned Portable Impact Location System (PILS) operated in support of SSP Trident II flight tests and U.S. Air Force Sentinel flight tests. SSP requires maintenance, operation, sustainment, logistics support, and life cycle management for PILS to ensure the highest availability and maximum data collected during flight tests.
Additional requirements include program management, engineering, and operational support for services relating to design and development efforts, documentation, logistics, engineering, field engineering, hardware, and software deliveries.
Specific requirements to execute this contract include, but are not limited to, the following:
Detailed knowledge of the engineering principles of PILS and acoustic scoring of Flight Ballistic Missile (FBM) and US Air Force (USAF) Sentinel flight tests. In depth knowledge and experience in development, production, testing, and deployment of PILS in Broad Ocean Areas. Detailed knowledge and experience with post-test processing of GPS and acoustic data into an FBM re-entry body score. Thorough understanding of and experience working with the instrumentation support platform, Navy Mobile Instrumentation System (NMIS), used in conjunction with PILS during FBM flight test operations. Expertise in the field of acoustic scoring and alternative unmanned surface vehicles (USVs) that could be leveraged to meet FBM requirements for the flight test program. In depth knowledge and experience working with the Strategic Systems Programs Operational Directives (ODs), SSP Instructions (SSPINST), and the SSP Technical Program management processes as outlined in the T9001-C CH1.
Consequently, SSP intends to solicit and negotiate per the authority of 10 U.S.C. 3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements).
SSP anticipates that the contract type will include Cost Plus Fixed Fee Contract Line Item Numbers. The final delivery will occur 54 months after contract award. Security Clearance Required. Trident Research is the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the FBM and USAF Sentinel program required to perform the subject effort.
