About this opportunity
The 42d Contracting Squadron at Maxwell Air Force Base, Alabama, is seeking qualified commercial sources to develop and execute a turnkey Modular Facility Campus for the Officer Training School (OTS), with an RFI response deadline of 13 October 2026 and a critical mobilization completion date of 1 August 2027. The requirement is structured as a Contractor-Owned, Contractor-Operated (COCO) / Facility-as-a-Service (FaaS) performance-based commercial service in which the contractor retains complete ownership, risk, sustainment, maintenance, code compliance, and operational responsibility throughout the performance period; the Government will neither purchase nor take title to physical structures.
The modular campus must accommodate up to 25 rigid-walled climate-controlled classrooms (18.5 feet by 25.5 feet, U-shaped configuration, 20 occupants each), one Warhawk Operations Center (WOC) with 1,200 square feet minimum for 18 seats, and restroom facilities supporting approximately 500 daily personnel. All structures must comply with federal building codes, achieve Sound Transmission Class rating of 50 for interior partitions per ANSI/ASA S12.60, and maintain internal temperatures of 65–75 degrees year-round. Fire and life safety compliance with UFC 3-600-01 and NFPA 101 is required. Soft-walled tents are not acceptable.
The anticipated contract period includes a Base Year encompassing mobilization and full operational sustainment, four one-year option periods, and a final Demobilization and Site Restoration Period. Installation occurs on an existing concrete pad (300 feet by 300 feet) at Maxwell AFB, Montgomery, Alabama. The contractor is responsible for delivery, installation, anchoring, utility connections, and safety certification within approximately six months from award. Electrical connections require coordination with the contracting agency; water, sewage, and active utilities are not currently available at the site.
The RFI requests responses addressing general company information, FaaS capabilities, past performance references for similar contracts within the last five years, and estimated pricing using specified CLINs for mobilization, monthly facility sustainment rates, option year service fees, and demobilization costs.

REQUEST FOR INFORMATION (RFI)
OTS Modular Facility Campus Services
The 42d Contracting Squadron at Maxwell Air Force Base (AFB), Alabama, is seeking qualified commercial sources capable of developing and executing turnkey solutions for a Modular Facility Campus in support of the Officer Training School (OTS).
This requirement is strictly a performance-based commercial service, not a commodity purchase, lease-to-own, or capital equipment lease. The Government will neither purchase nor take title to the physical structures. The contractor will provide a complete turnkey facility capability under a Contractor-Owned, Contractor-Operated (COCO) / Facility-as-a-Service (FaaS) model, retaining complete ownership, risk, sustainment, preventative/corrective maintenance, code compliance, and operational responsibility for all modular units, physical assets, interior fixtures, and supporting systems across the entire period of performance.
The anticipated period of performance consists of a Base Year (inclusive of a dedicated Mobilization Phase followed by full operational sustainment), four (4) One-Year Option Periods, and a final Demobilization and Site Restoration Period.
CRITICAL MILESTONE: The mobilization phase must culminate in all modular facilities being fully installed, inspected, certified, and 100% operational not later than 1 August 2027 to support the initial wave of OTS academic classes.
If interested, please follow the instructions in the attached RFI package for consideration.
