About this file

This is a Statement of Objectives (SOO) for a temporary modular classroom and restroom facilities project at Maxwell Air Force Base in Montgomery, Alabama, supporting the Officer Training School (OTS).

The project requires establishment of a fully operational, climate-controlled modular campus consisting of up to 25 rigid-walled temporary classrooms, one dedicated Warhawk Operations Center (WOC), and restroom facilities to support approximately 500 daily personnel. Each classroom must safely accommodate 20 individuals (typically 16 students and 4 instructors) with minimum dimensions of 18.5 feet by 25.5 feet in a U-shaped configuration. The WOC requires a minimum 1,200 square-foot rectangular space accommodating 18 seats. All structures must comply with federal building codes and achieve a minimum Sound Transmission Class (STC) rating of 50 for interior partitions per ANSI/ASA S12.60 standards. Soft-walled tents are not acceptable. Facilities must include HVAC systems maintaining temperatures between 65-75 degrees year-round and sufficient electrical capacity to support 20 laptops, coffee makers, and fans per classroom, plus specialized equipment in the WOC. Fire and life safety compliance with UFC 3-600-01 and NFPA 101 is required. Classroom furniture includes tables and chairs for 18 students in U-shaped configuration, an instructor lectern with two additional chairs, two display screens (58" and 32" minimum), and a 12-foot dry erase board. The WOC requires 15 stations with up to six 58"-75" wall-mounted screens. Delivery and full operational deployment, including installation on an existing concrete pad (300 feet by 300 feet), anchoring, utility connections, and safety certification, must be completed within approximately six months from contract award. The contractor is responsible for coordinating electrical connections with CUS; water, sewage, and active utility connections are not currently available at the site.
