About this file

This is a Request for Information (RFI) issued by the 42d Contracting Squadron at Maxwell Air Force Base, Alabama, seeking qualified commercial sources to develop and execute turnkey solutions for a Modular Facility Campus supporting the Officer Training School (OTS). The requirement is structured as a performance-based commercial service under a Contractor-Owned, Contractor-Operated (COCO) / Facility-as-a-Service (FaaS) model, with the contractor retaining complete ownership, risk, sustainment, maintenance, code compliance, and operational responsibility for all modular units and supporting systems throughout the performance period. The anticipated contract period includes a Base Year with a dedicated Mobilization Phase and full operational sustainment, four one-year option periods, and a final Demobilization and Site Restoration Period. A critical milestone requires all modular facilities to be fully installed, inspected, certified, and 100% operational by 1 August 2027 to support initial OTS academic classes.

The RFI requests information across three primary areas: general company information including business size, NAICS codes (specifically 561210 for facility services), and identification of commercial FaaS terms and service-level agreements; capabilities including a threshold "yes/no" response regarding ability to deliver a climate-controlled, turnkey modular campus solution and proof of capability addressing mobilization planning, facility design for up to 25 classrooms, one WOC, restroom facilities, operational sustainment strategies, and demobilization procedures (maximum 3 pages); and past performance references for similar contracts within the last five years plus estimated pricing structure using specified CLINs for mobilization/installation/commissioning, monthly facility availability and sustainment rates, option year service fees, and demobilization costs (maximum 1 page). Responses must be submitted via email to designated Air Force points of contact by 4:30 P.M. Central Standard Time on 13 October 2026. The Government explicitly notes this is an RFI only; no solicitation currently exists, proposals should not be submitted, no contract will be awarded based on this RFI, respondents will not be reimbursed for response costs, and portions of responses may be incorporated into future solicitation documents.

REQUEST FOR INFORMATION (RFI)

OTS Modular Facility Campus Services

The 42d Contracting Squadron at Maxwell Air Force Base (AFB), Alabama, is seeking qualified commercial sources capable of developing and executing turnkey solutions for a Modular Facility Campus in support of the Officer Training School (OTS).

This requirement is strictly a performance-based commercial service, not a commodity purchase, lease-to-own, or capital equipment lease. The Government will neither purchase nor take title to the physical structures. The contractor will provide a complete turnkey facility capability under a Contractor-Owned, Contractor-Operated (COCO) / Facility-as-a-Service (FaaS) model, retaining complete ownership, risk, sustainment, preventative/corrective maintenance, code compliance, and operational responsibility for all modular units, physical assets, interior fixtures, and supporting systems across the entire period of performance.

The anticipated period of performance consists of a Base Year (inclusive of a dedicated Mobilization Phase followed by full operational sustainment), four (4) One-Year Option Periods, and a final Demobilization and Site Restoration Period.

CRITICAL MILESTONE: The mobilization phase must culminate in all modular facilities being fully installed, inspected, certified, and 100% operational not later than 1 August 2027 to support the initial wave of OTS academic classes.

NOTES OF IMPORTANCE:

1. A solicitation does not exist for this requirement. This is a Request for Information (RFI) only; do not submit proposals. The Government does not intend to award a contract based on this RFI.

2. If the Government pursues a solicitation, portions of your responses may be incorporated into the final document. Respondents are discouraged from submitting competition-sensitive or proprietary information.

3. Respondents will not be reimbursed for any costs incurred in responding to this RFI.

Submitted information will not be returned.

4. Oral submissions will not be considered.

To assist the Government in developing a potential acquisition strategy, please provide the following information:

1. GENERAL INFORMATION:

a. Company name, address, point of contact (POC), phone number, and email address.

b. Business size/type (e.g., small, woman-owned, etc.) under North American Industry

Classification System (NAICS) code 561210, Commercial and Government Entity (CAGE) Code, and Unique Entity Identifier (UEI).

c. Under which NAICS code does your company usually provide the objectives described? Please provide rationale if different from NAICS 561210.

d. Identify commercial terms, Service-Level Agreements (SLAs), operational uptime metrics (e.g., 99.5% availability), and risk allocation clauses standard in commercial FaaS contracts that would maximize competition and mission success.

2. CAPABILITIES: The Government requests qualified industry partners to submit tailored solutions addressing the outcomes outlined in the attached Statement of Objectives (SOO). Please provide the following information:

a. Threshold Capability: Is your company capable of delivering a complete, climate-controlled, turnkey modular campus solution (classrooms, WOC, restrooms) on a fully contractor-owned, -operated, and -maintained basis, achieving full operational status by 1 August 2027? (Please respond with a clear "Yes" or "No").

b. Proof of Capability (Maximum 3 Pages): If your response to Question 2.a was "Yes," describe your proposed technical solution to achieve the objectives stated in the attached SOO, including:
