All bread must be produced no longer than four days prior to delivery and delivered within 48 hours after baking; frozen bread is not permitted. The NAICS code is 311812, Commercial Bakeries.
This is an all-or-none solicitation. Three line items are required: 3,504 packages of enriched whole wheat finger rolls; 10,500 packages of enriched whole wheat sandwich rolls; and 30,660 loaves of whole wheat bread (kosher-certified, 20 or 22 slices per loaf). Partial quotes will be rejected as non-responsive. The contractor must supply no-cost racks for transporting bread. All items must comply with BOP National Menu Specifications and be palletized on heavy-duty red or blue block pallets (48" x 40"), tightly wrapped, not exceeding 72 inches in height.
Award will be made to the responsible quoter providing best value based on two factors: price, evaluated for fairness and reasonableness; and past performance on a go/no-go basis, assessed on timeliness of deliveries and order accuracy and completeness. Documented late deliveries or recurring missing or incorrect items result in a no-go determination. Quotes must remain valid for 30 calendar days after close. Awards exceeding $15,000 will be issued as firm-fixed-price purchase orders; awards under $15,000 as government purchase card transactions. Anticipated award date is on or about October 30, 2026.
