About this opportunity

The Bureau of Land Management is soliciting mechanical mastication services on approximately 132 acres of BLM land near Egnar, Colorado, with proposals due June 26, 2026 at 1700 Mountain Daylight Time. This procurement is a 100% small-business set-aside, restricted to women-owned small businesses.

Place of performance is the West Dolores Rim area within the Tres Rios Field Office, spanning Dolores, Montezuma, and San Miguel counties in southwestern Colorado. Work must commence on or after August 15, 2026 and conclude by November 30, 2026. A mandatory pre-bid site visit is scheduled for June 16, 2026 at 10:00 am.

The scope requires selective mechanical mastication of 50 percent of live pinyon and juniper (balanced proportionally between species) and 50 percent of shrubs over 36 inches in height, plus removal of all down and standing dead pinyon and juniper. Contractors must provide tracked or rubber-tired equipment with horizontal or vertical shaft shredders capable of slopes up to 30 percent. Shredded material must meet specifications: 60 percent of mulch less than 4 inches diameter and 12 inches long; 80 percent distributed at depths under 6 inches; stumps and stubble under 8 inches; soil disturbance not exceeding 10 percent of treated area. Contractors are responsible for all labor, supplies, equipment, transportation, and site maintenance including roads and drainage.

Award uses Lowest Price Technically Acceptable methodology. Technical acceptability requires three prior projects within five years involving mastication or similar mechanized fuels reduction, and a technical narrative not exceeding five pages addressing SOW understanding, equipment specifications, organizational structure, safety qualifications, and schedule feasibility. Only the four lowest-priced quotes advance to technical evaluation. The BLM will conduct GPS measurements and inspections with a minimum Acceptable Quality Level of 85 percent; payment adjusts based on quality tiers (100 percent for 95% or above quality; reduced rates for 85–94 percent; potential rework for below 85 percent).

Service Contract Act prevailing wages apply; Colorado wage determination 1976-1351 governs rates for forestry occupations ranging from $14.02 to $26.38 per hour. NAICS code 115310 applies; size standard is $11.5 million. Questions are due June 21, 2026. All offerors must be actively registered in SAM.gov at submission.
