About this file
This document presents the evaluation factors and basis for award for the West Dolores Mastication Project, procured using a Low Price Technically Acceptable (LPTA) evaluation methodology under FAR Parts 12 and 13.
The solicitation requires offerors to demonstrate technical acceptability across three evaluation factors, with award made to the lowest-priced technically acceptable proposal. Factor 1 – Relevant Project Experience requires submission of a minimum of three projects completed or ongoing within the last five years as a Prime Contractor or Subcontractor, involving mastication, mechanical fuels reduction, vegetation management, forestry operations, or similar heavy-equipment land treatment services. Each project submission must include the project name, period of performance, detailed work description (scope, acreage treated, mastication methods, location), customer/owner name and point of contact information, and total contract value. Offerors receive an Acceptable rating when submitted projects demonstrate experience of similar size, scope, and complexity, showing ability to perform mechanized fuels reduction with appropriate equipment, operators, and safety practices.
Factor 2 – Technical Capability requires a maximum five-page Technical Capability Narrative addressing demonstrated understanding of the SOW and project conditions, proposed technical approach including equipment specifications, organizational structure and staffing plan, safety plan and operator qualifications, and ability to meet the required performance schedule with equipment availability and contingency resources. Offerors are rated Acceptable when the narrative clearly demonstrates necessary capability, equipment, and technical approach to perform all mastication and vegetation treatment tasks. Factor 3 – Price evaluates fairness and reasonableness using competitive quotations, historical pricing for similar work, independent government estimates, and market research on commercial mastication service pricing. Award will be made to the lowest-priced offeror rated Acceptable under all technical factors.
