About this opportunity
Air Education and Training Command issued a draft solicitation on September 21, 2026 for comprehensive instructional design, curriculum development, delivery, and Learning Management System services supporting the Civilian Leadership Development School at Maxwell AFB–Gunter Annex, Alabama, set-aside as competitive 8(a) with a response deadline of September 25, 2026. This is a draft notice; the government states it will post the official Combined Synopsis/Solicitation promptly and requests that vendors not submit proposals at this time.
The contract is Firm-Fixed Price and limited to open market proposals only; GSA schedules and GWAC quotes are ineligible. Eligible offerors must be registered in SAM.gov under NAICS 611710 (Educational Support Services) as small businesses, with the size standard at $24.0 million. The requirement spans three labor categories over twelve months: 25 Training and Development Specialists, 1 Instructional Systems Design specialist, and 3 Learning Management System Design Coordinators. All services must be delivered in both online and resident environments per 5 CFR 412.202, 5 CFR 412.201, and 5 U.S.C. 9902. Personnel require base identification, Common Access Cards, Tier 1 background investigations, and mandatory security training including cyber awareness, force protection, and covered unclassified information handling. Work is performed at Maxwell AFB–Gunter Annex with normal operating hours 0730–1630 Monday through Friday, though deviations may be required for course schedules and overseas student time zones. Evaluation criteria include a Management Plan addressing recruitment, retention, cross-training, and workforce interchangeability (Acceptable/Unacceptable, combined technical factors significantly more important than price) plus unit and extended pricing for all three labor categories.
