About this opportunity
The United States Probation and Pretrial Services Office for the Eastern District of California is seeking to procure comprehensive treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements covering Kern County. The required services encompass urine collection/testing, case management, assessments/evaluations, counseling for substance use disorders, mental health issues, and co-occurring disorders, as well as outpatient detoxification, medication management, and transportation expenses. Interested offerors must demonstrate their ability to provide services within the specified catchment area with available facilities, employ qualified professionals meeting required experience and criteria, and offer competitive pricing that matches or undercuts rates charged to their most favored customers for comparable services. Evaluation will focus on these three key requirements: geographic service capability, professional qualifications, and competitive pricing structure. The solicitation timeline requires expressions of interest to be submitted via email to procurement@caep.uscourts.gov and samantha_washington@caep.uscourts.gov by June 18, 2025, with the formal Request for Proposals expected to be posted on June 23, 2025, on the agency's website at www.caep.uscourts.gov/solicitations.
This procurement opportunity does not utilize any set-aside designations and is open to all qualified providers. The contract period spans from October 1, 2025, through September 30, 2026, with the government retaining the unilateral option to extend the agreement for four additional twelve-month intervals, potentially extending the total contract duration to five years. No specific budget ranges or award values are disclosed in the pre-solicitation notice, though the wage determination document indicates prevailing wage requirements for Kern County, California, with minimum wages ranging from $13.30 to $17.75 per hour depending on contract award dates and Executive Order applicability. The document does not identify any current incumbents or existing contractors for these services. Potential offerors are advised to begin SAM.gov registration immediately, as the process can take several weeks to complete, and registration is required for participation in government solicitations and to receive direct electronic payments.
