About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is soliciting quotations for the procurement of eight trucks across four line items, including 3.0-ton stake trucks with and without hydraulic tailgates and a 2.0-ton crew cab truck. All vehicles must feature diesel engines, right-hand drive, automatic transmission, air conditioning, and comply with Japanese Motor Vehicle Safety Standards. The procurement will be evaluated using a lowest-price technically acceptable approach, with award going to the responsive and responsible offeror submitting the lowest-priced quotation that meets all mandatory requirements as specified in the solicitation attachments. Evaluation will consider conformance to specifications, comparison of proposed prices to the Independent Government Cost Estimate and historical pricing data, and inclusion of required documentation such as rustproofing certification and technical manuals. Quotations must be submitted electronically through the PIEE Solicitation Module by 14:00 Japan Standard Time on February 14, 2026, with pricing exclusively in Japanese Yen, and the government issued clarifying Q&A responses through amendments dated January 20, January 26, and February 9, 2026.

This solicitation carries no small business set-aside designation and is open to all qualified offerors. Amendment 0001, issued February 4, 2026, reduced quantities for line items 0001 and 0002 from two units each to one unit each, resulting in a total procurement of six vehicles rather than the original eight. The vehicles will be delivered to NAVFACFE locations in Yokosuka and Okinawa, Japan, with all transportation charges borne by the contractor, and delivery must occur within 365 calendar days after contract issuance. Warranty coverage must reflect the manufacturer's most favorable commercial terms with service dealers required within 100 kilometers of the delivery points. The specific allocation includes one 3.0-ton truck for Yokosuka, one for Okinawa, three hydraulic tailgate trucks for Yokosuka, and one 2.0-ton crew cab truck for Yokosuka, all in white exterior with mandatory Navy identification markings and accessories.
