The formal Invitation for Bid solicitation (W912BU26BA007) is expected to be released on April 21, 2026, with a response deadline of March 24, 2026 for this pre-solicitation notice. The contract will be awarded on a firm fixed-price basis for construction services classified under NAICS code 237990 (Dredging and Surface Cleanup Activities). Contractors must be capable of performing bucket dredging operations exclusively and meeting strict environmental compliance requirements, with all dredging activities required to be completed by March 15, 2027 due to environmental restrictions. The contract represents a full and open procurement with no set-aside designations for small businesses, 8(a) firms, or other protected categories. The estimated contract value ranges between $10,000,000 and $25,000,000, with the Small Business Administration size standard for this classification set at $37.0 million. The scope of work encompasses approximately 500,000 cubic yards of sediment removal from the main navigation channel to a depth of 24 feet MLLW plus one foot of allowable overdepth, with placement at the Biles Island Dredged Material Placement Facility. An option exists for dredging the Fairless Turning Basin to a depth of 41 feet MLLW with material placement at the Money Island DMPF. The period of performance is 240 calendar days from the Notice to Proceed, though actual dredging and material placement operations are restricted during certain environmental windows within that timeframe.
