All components must comply with American Boat and Yacht Council, United States Coast Guard, and International Regulations for Preventing Collisions at Sea standards, with engine emissions meeting current EPA guidelines. The contractor assumes full responsibility for safe, insured round-trip transportation of the vessel from Joint Base Charleston–Naval Weapons Station, SC to its commercial facility and return. Government acceptance requires successful sea trial conducted by NPTU Operations Department personnel with no major or minor installation-related deficiencies and a defect-free final delivery inspection. The contractor must provide OEM warranties for all new components and a minimum 12-month comprehensive warranty on all workmanship. Service Contract Act prevailing wage rates apply (Wage Determination No. 2015-4427, Revision 33, effective May 13, 2026).

Evaluation treats technical capability and price as approximately equal factors, weighing how well proposed components meet technical specifications outlined in the Performance Work Statement dated July 27, 2026. The contract is firm-fixed-price. Inspection and acceptance occur at both the contractor's facility and the NPTU destination (1260 Snow Pointe Road, Goose Creek, SC 29445-8612).
