About this opportunity

The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA, part of the Department of the Navy, has issued a Special Notice announcing its intent to award a sole source contract to Keystone Safety Services Inc for the FY26 NOPRS Contract. The contract will support Applied Biology program data compilation and management, along with database maintenance for the NAVFAC Online Pesticide Reporting System. This is designated as a Total Small Business set-aside opportunity with a contract period consisting of one base year and two option years. The government has determined that only one responsible source can provide the specialized services required to satisfy the agency's needs, meeting the conditions outlined in FAR 13.106-1(b)(1). The opportunity falls under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

The primary purpose of this Special Notice is to publicly announce the government's intention to proceed with a sole source award rather than conduct competitive procurement. The notice explicitly states it is not a request for expressions of interest, proposals, or quotations, and no solicitation documentation exists. However, interested parties who believe they can meet the requirements may submit a written statement of capabilities by September 12, 2025, containing clear and convincing evidence that competition would be advantageous to the government. Any costs associated with preparing and submitting responses are at the contractor's own expense and will not be reimbursed. The government will consider any information received solely for determining whether to conduct a competitive procurement instead of the planned sole source award. This notice serves purely for notification purposes and does not constitute an actual solicitation for bids or proposals.
