About this file

This is a Statement of Objectives (SOO) for the Joint Innovation Outpost Range Ecosystem, outlining the U.S. Army's requirements for commercial range services and facilities supporting the Joint Innovation Outpost (JIOP) at Fort Bragg, NC. The contractor must own and operate multi-domain operational (MDO) facilities within 90 miles (driving distance) of XVIII Airborne Corps Headquarters and provide all necessary personnel, equipment, materials, facilities, transportation, tools, and supervision for capability demonstrations, tests, and experimentation activities. The SOO emphasizes that contractors must maintain significant organic capabilities internally rather than outsourcing the majority of requirements, to optimize cost and responsiveness.

The contractor's minimum infrastructure requirements include small arms ranges for live fire, pre-coordinated airspace for manned and unmanned flight operations, breaching areas, at least three multi-building villages (four buildings minimum), a multi-story shoothouse, trench networks, facilities for electronic warfare and spectrum operations, equipment storage, accommodations for 12 personnel with full amenities, a subterranean complex with multiple tunnels, and a robotics laboratory with computer-aided design and 3D printing capabilities. The contractor must also provide highly experienced technical and tactical specialists in unmanned aircraft systems (UAS), counter-unmanned systems (CUAS), and robotics, and must ensure flexible range access including extended hours, weekends, and holidays. The contractor bears full responsibility for range safety, security procedures for government and proprietary data, and compliance with all applicable federal, state, and local regulations. Personnel expertise must span special operations forces, cyber, unmanned systems, space, design, prototyping, test and evaluation, acquisition and contracting, and training disciplines.

Statement of Objectives: Joint Innovation Outpost Range Ecosystem Purpose Joint Innovation Outpost provides streamlined acquisition and accelerated delivery of capabilities to the Warfighter to increase lethality. The JIOP supports the full spectrum of activities associated with the acquisition kill chain including but not limited to design, prototyping/development, experimentation, test & evaluation/assessment, and procurement.

Scope The contractor shall provide all necessary personnel, equipment, materials, facilities transportation, tools, and supervision to plan, execute, and report on a series of capability demonstrations, tests, and experimentation. This includes, but is not limited to, test planning, range coordination, and test execution.

· Commercial Infrastructure. The Contractor must own/operate multi-domain operational (MDO) facilities within 90 miles (driving) of the XVIII Airborne Corps Headquarters on Fort Bragg, NC. Although the MDO facilities don’t have to contain every possible environment and amenity, the Contractor must have organic capability to mitigate cost and maximize responsiveness to short-notice requirements without having to outsource the majority of requirements.

· Breadth and Depth of Personnel Subject Matter Expertise (SME). The Contractor must have depth and breadth of organic expertise across a variety of domains like special operations forces, cyber, unmanned systems/counter-unmanned systems (UXS/C-UXS), space, and others, as well as design, prototyping, test & evaluation/assessment, acquisition & contracting, and training. Similar to infrastructure, the Contractor cannot possibly have all of the competencies in-house, but the Government wants to avoid outsourcing the majority of the requirements which negatively impacts affordability and responsiveness.

Objectives:

The Contractor shall own/operate at the time of proposal submission multi-domain facilities and infrastructure within 90 minutes (driving) of the XVIII Airborne Corps Headquarters on Fort Bragg, NC. At a minimum, the Contractor’s organic facilities must include:

· Deliver Flexible and Responsive Range Access: The contractor shall provide access to range facilities on a schedule that meets the government's needs. This may include extended hours, weekends, and holidays.

· Small arms ranges for livefire;

· Pre-coordinated airspace that can be executed with minimal lead time to support manned and unmanned flight operations;

· Breaching area capable of supporting mechanical and explosive breaching techniques;

· At least three multi-building (four building minimum) villages accessible by air and ground (pedestrian and driving);

· Multi-story shoothouse;

· Trench network representative used in theater of operations;

· Red Team stand-ins to create realistic training scenarios

· The Contractor shall provide highly experienced technical and tactical specialists well-versed in UAS / CUAS and robotics

· Facilities supporting electronic warfare capabilities and spectrum operations;

· Equipment storage facilities capable of storing sensitive equipment;

· Living accommodations for at least 12 personnel, including beds, bathroom, kitchen, and laundry;

· Subterranean Complex with multiple tunnels, rooms, and the effect of degraded ambient light and communication;

· Robotics: Laboratory and advanced classroom space to support computer-aided design, 3D printing, prototyping, integration activities, innovative sprints, and similar activities.

· Safety: The contractor is responsible for all aspects of range safety and must operate in accordance with all applicable federal, state, and local regulations.

· Security: The contractor shall establish procedures for handling Government information and vendor-proprietary data with appropriate safeguards.
