About this opportunity
Air Combat Command is conducting market research and sources sought for three small-scale construction design-build projects for foreign national security forces, with capability statement responses due July 9, 2026 at 12:00 PM EDT. This is market research only and does not constitute a formal solicitation or commitment to award.
The three projects—each capped at $1,000,000 and to be awarded under a single contract—are located in Poland (Legionowo: new or renovate existing illegal drug laboratories), Croatia (Zagreb: renovate and modernize training and classroom areas), and Kosovo (Lipjan: counter-drug training center). All work is performed overseas in support of Counter Narcotics and Global Threats missions under Title 10 U.S.C. Section 284(c)(1)(B) authority. Project costs are inclusive of design, materials, labor, DBA insurance, overhead, and G&A.
Prime contractors must team with licensed in-country subcontractors and be registered in SAM. Prospective contractors must demonstrate proven experience performing similar construction requirements at overseas locations outside U.S. military installations in support of counter-narcotics missions. Technical evaluation will consider ISO 9001 certification, in-country subcontractor partnership confirmation, notional designs, schedule and critical path analysis, and past performance on comparable OCONUS projects.
Site visits are scheduled for June 23, 2026 (Zagreb), June 25, 2026 (Legionowo), and July 13, 2026 (Lipjan), with attendee information and passport copies due by June 12, 2026. Capability statements are limited to four pages (single-spaced, Times New Roman 12-point) and must address ten specified questions. Submit responses via email to Contracting Officer Chase Gordon (chase.gordon@us.af.mil) or Contract Specialist Paul Cardona (paul.cardona.4@us.af.mil). The Government will not rank submissions, provide feedback, or issue evaluation letters.
