About this opportunity

Pacific Air Forces is soliciting an IDIQ contract for asphalt emulsion and sealcoat products to support pavement maintenance at Joint Base Elmendorf-Richardson, Alaska, with proposals due May 22 at 12:00 PM local time. This is a WOSB set-aside, unrestricted to the Women-Owned Small Business category. The contract incorporates a brand-name requirement for GSB-78 and GSB-88 products, justified by AFCEC approval limits, the inability to store and heat products continuously at the base beyond minimal quantities in its HAZMAT tanker, and the requirement that these products be mixed, kept in specialized containers, and used immediately after acquisition.

Place of performance is Elmendorf Air Force Base, Alaska 99506. The ordering period runs June 1, 2026 through May 31, 2031. Eight line items are specified: STE-1 Special Tack Emulsified Asphalt (30 short tons), CSS-1 Cationic Slow Setting Asphalt Emulsion (15 short tons, minimum temperature required for proper flow and spray), CRS-2P Cationic Rapid Setting Asphalt with Latex Modifiers (10 short tons), GSB-88 Pavement Sealcoat (1,000 gallons), GSB-78 Pavement Sealer and Rejuvenator (5,000 gallons), MC 600 Cold Mix Binder (10 short tons), RAP-ON 2 Rejuvenator (1,000 gallons), and SP125 Rejuvenator (1,000 gallons). All products are priced on a fixed-price basis with economic price adjustment and must conform to ASTM standards and Alaska Department of Environmental Conservation requirements. Delivery includes loading into government-supplied asphalt distributor trucks with 24-hour notice, Monday through Saturday, 7:00 A.M. through 5:00 P.M., with after-hours service during summer construction season pending 72-hour notice. Weight tickets and quality control test results are required. Evaluation criteria: price (primary factor), technical acceptability (pass/fail), and past performance (confidence assessment). Offerors must submit completed price schedule, technical literature demonstrating specification compliance, and three past performance references. NAICS 324121; PSC 5610. Contact: Christina Shorkey, Contracting Officer, Christina.Shorkey.2@us.af.mil.

Notice text

This solicitation is for commercial products prepared IAW RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the second time this requirement has been solicited. The Government needed to refine the SOW and revise the evaluation criteria to better align with a best value approach.

The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER, AK. The anticipated ordering period is 1 June 2026 through 31 May 2031. This requirement includes a brand name purchase for both GSB-78 and GSB-88 (ref: Brand Name Justification). These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous basis, apart from the small volume contained in the HAZMAT Gov tanker.

Please reference page 19-20 of the solicitation document (FA500026Q0033) for further instructions to offerors and evaluation criteria.

All questions can be addressed to the CO, Christina Shorkey at Christina.Shorkey.2@us.af.mil
