About this file
This is a Brand Name Justification document for a simplified acquisition prepared by the 673 Contracting Squadron on behalf of the 773rd Civil Engineering Squadron at Joint Base Elmendorf-Richardson (JBER).
The 773rd CES requires an indefinite-delivery, indefinite-quantity (IDIQ) commodities contract for streamlined procurement of asphalt emulsion and pavement sealcoat products to support facility and roadway maintenance across JBER's airfields, taxiways, overruns, shoulders, base roads, and parking lots. The requested products are GSB-78 and GSB-88 emulsions, which are approved by the Air Force Civil Engineering Center (AFCEC). The justification for single-brand procurement centers on three key constraints: only three types of seal coat products are AFCEC-approved for use on JBER (GSB-78, GSB-88, and Gripflex); these products cannot be ordered and shipped in advance as they must be mixed, kept in specialized containers, and used immediately; and CSS-1 products require minimum temperature maintenance during acquisition to ensure proper flow and spray application. JBER lacks the infrastructure to store and continuously heat products beyond minimal quantities in its HAZMAT tanker. However, the contracting officer acknowledges multiple companies can supply the requested GSB-78 and GSB-88 products and commits to posting the requirement on SAM.gov to promote competition. The contracting officer determined, per FAR 12.102 Restricting Competition, that only a single brand is reasonably available. Contracting Officer Christina E. Shorkey (GS-12) signed the determination on April 9, 2026.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 673 Contracting Squadron
Project/Program Name: Asphalt Emulsion and Pavement Sealcoat
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER. 773 CES/CEOHP mission is to maintain all pavements for airfield, taxiways, overruns, shoulders, base side roads, and parking lots. The organization uses various types of emulsions and seal coating products to preserve and extend the lifespan of asphalt surfaces. The requested items are approved by the Air Force Civil Engineering Center (AFCEC) and include GSB-78 and GSB-88 products.
There are only three types of GSB products that are AFCEC approved for use on JBER's aprons, taxiways, overruns and shoulders, including GSB-78, GSB-88, and gripflex, according to Chief of Heavy Repair, . This requirement is for both GSB-78 and GSB-88. These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous bases, apart from the small volume contained in the HAZMAT Gov tanker.
Ultimately, there are only three (3) types of seal coats that can be used according to AFCEC mandates. Manufacturers of other seal coats would need to work with AFCEC to have it tested/approved for Air Force use.
AFCEC is the lead agency for AF Civil Engineering requirements and product brands utilized will be at their discretion. While there is no foreseeable product replacement for GSB-78 and GSB-88, the 773rd CES will continue to monitor the market to determine availability of potential alternatives and up-channel findings to AFCEC on future acquisitions.
