About this opportunity
The Department of the Air Force Materiel Command Test Center is preparing to solicit architect-engineer services under a single-award IDIQ with a $50 million ceiling and a June 4, 2026 qualifications-package deadline; this is full and open competition without set-asides. The Air Force will establish a short list of the three most highly qualified firms, conduct discussions with all three, and release an RFP to the highest-ranked firm for negotiation; if that firm fails negotiations or is deemed non-responsible, the RFP moves to the next-ranked firm. Place of performance is Arnold Air Force Base, Tennessee, supporting the Arnold Engineering and Development Complex; task orders typically range from $25,000 to $3 million over a base year plus seven option years. The contract carries a $1,000 minimum guarantee. Firms must be located within 125 miles of Arnold AFB (subcontractors may be located elsewhere). Services span 16 engineering and design disciplines including civil, electrical, mechanical, structural, fire protection, geotechnical, environmental, and airfield pavement engineering, plus architecture, project management, and construction phase support. Evaluation uses five equally weighted factors: specialized experience and technical competence (up to 10 reference projects); past performance on projects exceeding $500,000 completed within the past ten years, rated on cost control, quality, and schedule compliance; professional qualifications of 14 required key personnel (registered architects, professional engineers in multiple disciplines, surveyors, cost estimators, and specialized roles); professional capacity to manage $4 million in fees across at least four simultaneous projects; and geographic location. Small business participation serves as a tiebreaker. NAICS 541310 applies, with a $12.5 million small business threshold. Questions are due April 29, 2026. Amendment 01, posted May 6, 2026, clarified that all task order work occurs at Arnold AFB and extended the qualifications submission deadline to June 4, 2026, 2:00 PM CST. Respondents must use SF 330 format and submit to noah.bean.1@us.af.mil and james.laney.3@us.af.mil with synopsis number FA910126R0024.
