About this file

This is a Synopsis/Request for Qualifications Notice for Architect-Engineering (A-E) Services supporting Arnold Air Force Base in Tennessee.

Arnold AFB seeks to award a competitive, Firm-Fixed-Price Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-disciplined A-E services. The contract ceiling is $50,000,000 with a $1,000 minimum guarantee, covering a base year plus seven option years. Task orders typically range from $25,000 to $3,000,000 and will support the Arnold Engineering and Development Complex (AEDC). A-E services include engineering studies, investigations, design, renovations, new construction, environmental permits, geotechnical reports, construction phase support, and facility assessments. This is Full and Open Competition (NAICS 541310, small business size standard $12,500,000, PSC C219). Prospective firms must respond to this notice to participate in the subsequent RFP; non-response precludes participation. All firms must be registered in SAM.gov and located within 125 miles of Arnold AFB, TN 37389 (subcontractors may be located elsewhere). Questions are due by April 29, 2026, 2:00 PM CST, and qualifications packages are due by June 4, 2026, 2:00 PM CST, submitted via email to noah.bean.1@us.af.mil and james.laney.3@us.af.mil.

Evaluation uses five weighted-equally factors (with small business participation as a tie-breaker): (1) Specialized Experience and Technical Competence across 16 disciplines including civil, electrical, mechanical, structural, and fire protection engineering, architecture, project management, and airfield pavement engineering; (2) Past Performance based on Contractor Performance Assessment Reports or Past Performance Questionnaires for projects over $500,000 completed within ten years and rated on cost control, quality, and schedule compliance; (3) Professional Qualifications with required key personnel including registered architects, professional engineers in multiple disciplines, surveyors, cost estimators, and specialized roles (fire protection, geotechnical, environmental, corrosion, IT systems engineers); (4) Professional Capacity to manage $4,000,000 worth of at least four simultaneous projects; and (5) Geographic Location within 125 miles of Arnold AFB. The Government will establish a short list of the three most highly qualified firms, conduct discussions with all three, and send an RFP to the most qualified firm. If negotiations fail or the firm is deemed non-responsible, the RFP proceeds to the next-ranked firm.

SELECTION CRITERIA

The following criteria will be applied by the evaluation board to establish a short list (slate selection) of the top three (3) most highly qualified firms in order of most highly qualified to least most highly qualified.

Ranking will not be established for those firms not making the short list/slate selection. Evaluations will be conducted by the evaluation board in accordance with the evaluation criteria listed below. Discussions will be held with the top three (3) most highly qualified firms. Final slate selection will be established by the Selection Authority. After the final slate selection, the most highly qualified firm will be sent a Request for Proposal (RFP). For purposes of this synopsis/request for qualifications, a stand-alone contract or single task order is considered one project. Separating activities performed under a contract or task order will not be considered multiple projects; conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered. A single task under an Indefinite Delivery Contract is considered a project, not an Indefinite Delivery Contract itself. All factors below are weighted equally, except for small business participation, which is a tie breaker.

1) Factor 01 - Specialized Experience and Technical Competence (SF330, Part I, Section F) — The firm(s) shall demonstrate the team’s depth and breadth of experience providing the services indicated in the Project Information paragraph above and will be evaluated in the following areas:

a) Civil Engineering (Structural, Traffic, Roadway, Bridge, Water Resources Engineers, Hydrology, Geotechnical),

b) Electrical Engineering (Low/Mid and High Voltage and COMM),

c) Mechanical Engineering (HVAC, Industrial Process Piping and Pressure Vessels),

d) Architecture,

e) Fire Protection Engineering (Industrial Areas, Office Areas, Hazardous Materials/Waste Areas, and Electronic Equipment Areas),

f) Multi-discipline Design and Administration (cost analysis, cost estimating, specification development, drawing preparation),

g) Project Management,

h) Development and preparation of preliminary assessment/site inspection,

i) Feasibility Studies and Business Case Analysis,

j) Safety Analysis/Inspections/Investigations/Repair Plans Production,

k) Comprehensive Interior Design,

l) Quality Assurance Work Plans,

m) Airfield Pavement Engineering and Design,

n) Installation Development Plans/General Plans/Master Plans,

o) Traffic Studies/Traffic Engineering.

p) Land Surveying

Recency Assessment. First, an assessment of the information will be made to determine if the reference is recent. To be considered recent, the project must be current work that has reached the 90% design phase and work accomplished within the past ten (10) years from the release date of this synopsis. Past performance information that fails this condition will not be further evaluated.

Relevant Assessment. Once the evaluation board determines that the past performance reference is considered recent, the evaluation board will begin the relevancy determination on that reference. Relevant projects are defined as projects that include work in the areas identified above in the project information section, and under Factor 1 - Specialized Experience and Technical Competence, and that are valued at over $500,000. The evaluation board has wide latitude and discretion in determining relevancy. The total number of recent and relevant contract references for Federal, State, municipal or commercial customers within the last ten (10) years from the date of this notice shall not exceed ten (10) references from the prime contractor, major subcontractors, and joint venture partners combined. Any references exceeding the first ten will not be evaluated. For evaluation purposes only, a major subcontractor is defined as a subcontractor, other than the firm itself that will be responsible for a significant portion of the technical requirements for one or more of the major requirements in the contract. If a past performance reference is determined to be Not Relevant, then that reference will not be further evaluated. Firms with specialized experience and technical competence supporting military installations and Government customers will be considered more relevant than other types of customers.

This assessment will result in a single overall rating. The Government will use the following table when assessing specialized experience and technical competence:

2) Factor 02 - Past Performance (SF 330, Part I, Section H) — To demonstrate quality of past performance with Federal, State, municipal or commercial customers, the firm(s) must provide a Contractor Performance Assessment Report (CPAR) for each project identified in Part I, Section F of the SF 330 for Factor 01 – Specialized Experience and Technical Competence. The CPARs shall be provided in Part I, Section H of the SF

330. If a CPAR is not available, the firm’s customer must provide a Past Performance Questionnaire (PPQ).

See attachment 03 for PPQ template. PPQs must be submitted by the firm’s customer, and must not be submitted by the firm itself. PPQs must be received by the Contracting Officer and Contract Specialist no later than the closing date of this notice. Past performance that is determined to be recent and relevant in

Specialized Experience and Technical Competence

Adjectival Rating Rating Description

accordance with Factor 01 - Specialized Experience and Technical Competence, will be evaluated based on the information provided in CPARs and PPQs. The Government will consider cost control, quality of work, and compliance with performance schedules of recent, relevant efforts as its rating assessment factors. For each recent and relevant past performance reference reviewed, all rating assessment factors will be assessed. The assessment consists of an in-depth evaluation of all past performance information available, regardless of its source. The assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated. The assessment will result in a individual rating for each project. The Government will use the following table when assessing past performance quality:

Firm’s with current Tennessee registrations for the above disciplines may be deemed more highly qualified than those without. Only the Key Personnel disciplines requested in this solicitation will be evaluated. This assessment will result in a single overall rating. The Government will use the following table when assessing professional qualifications:

4) Factor 04 - Professional Capacity (SF330, Part I, Section H) —The existing capacity of the firm(s) professional staff to accomplish the work in the required time shall be evaluated. IAW Part I, Section H of the SF330, provide a narrative that clearly demonstrates the capacity to accomplish a value of $4,000,000 worth of at least four (4) projects simultaneously. Any firm not physically located within 125 miles of AEDC will be eliminated from competition. This assessment will result in a single overall rating. The Government will use the following table when assessing geographical location:

Professional Qualifications

Adjectival Rating Rating Description

Highly Qualified Based on the firm’s professional qualifications and experience, the Government has a high expectation that the firm has highly qualified personnel to perform the required effort.

Qualified Based on the firm’s professional qualifications and experience, the Government has a reasonable expectation that the firm has qualified personnel to perform the required effort.

Unqualified Based on the firm’s professional qualifications and experience, the Government has no expectation that the firm has qualified personnel to perform the required effort.

6) Small Business Participation - Firms shall provide the extent of participation of small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions. The participation is to be measured as a percentage of the total anticipated contract effort, regardless of whether the small businesses, small disadvantaged businesses, historically black colleges and universities, or minority institutions are the prime contractor, subcontractor, or joint venture partner; the greater the participation, the greater the consideration. This factor is not to be confused with a formal subcontracting plan. This is a secondary criteria and will only be evaluated as a tie-breaker among firms determined to be equally “most highly qualified” based on the above evaluation factors, if such an event arises.
