About this opportunity
The Federal Highway Administration's Eastern Federal Lands Highway Division is soliciting quotations for AASHTO Materials Reference Laboratory (AMRL) accreditation and inspection services to maintain compliance with the AASHTO Accreditation Program (AAP R18) and ISO/IEC 17025 standards. This is a notice of intent to sole source, though the government indicates that all responsible sources may submit a quotation if received within the allotted timeframe. Key contract requirements include annual participation in the AASHTO Accreditation Program with on-site assessments for ISO/IEC 17025 compliance, distribution of proficiency testing samples across multiple testing categories including aggregates, soil, asphalt, concrete, and cement, and technical support for standards development. The government has not published specific evaluation criteria beyond the compliance and quality benchmark objectives outlined in the justification. The critical deadline is November 5, 2025 at 9:00 AM ET for submission of quotations, with the solicitation posted on November 3, 2025.
This procurement is not a set-aside and is being pursued as a simplified acquisition under $250,000. AASHTO re:source, located at 4441 Buckeystown Pike in Frederick, Maryland, with contact Robert Lutz (240-436-4801, rlutz@aashtoresource.org), is identified as the sole source provider. The estimated contract value is $22,000 for FY26 accreditation and sponsoring agency fees. The services will be performed at the FHWA's Central Materials Laboratory in Sevierville, Tennessee (Pigeon Forge area), which has maintained continuous AASHTO accreditation since 2001 across multiple testing disciplines. Vendors must maintain active SAM registration, provide their UEI number and CAGE code, and submit invoices through the Department of Transportation's Delphi eInvoicing portal, with invoicing prohibited until fund availability is confirmed.
