About this opportunity
The Naval Surface Warfare Center Indian Head Division (NSWC, IHD) under the Department of the Navy Naval Sea Systems Command has issued a Notice of Intent to Sole Source for the procurement of a Shimadzu GC-2030 gas chromatography system. This is not a request for quotes, and the Navy intends to award a firm fixed-price contract on a noncompetitive basis directly to Shimadzu Scientific Instruments Inc. located in Columbia, Maryland. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6630 (Chemical Analysis Instruments). The contract will be awarded using other than full and open competition procedures pursuant to 10 U.S.C. 2304(C)(1), based on the determination that Shimadzu is the only known source capable of meeting the government's requirements. The system includes dual channel FID-2030 and pTCD-2030 detectors, LabSolutions software, gas regulators, gas filters, and additional GC columns as specified in the attached Statement of Work.
The primary purpose of this notice is to inform the marketplace of the Navy's intent to sole source this specialized analytical equipment while providing an opportunity for other vendors to demonstrate their capabilities if they believe they can meet the requirements. Interested parties have until June 26, 2025, at 10:00 AM EST to submit capability statements that provide clear and convincing evidence that competition would be advantageous to the government. All responses must be submitted electronically to the designated contracting officer, Natella Calliste, via email, as oral communications are not acceptable. Vendors must be registered in the System for Award Management (SAM) to be eligible for consideration. The government emphasizes that any information received will be considered solely for determining whether to conduct a competitive procurement, and the final decision remains at the government's discretion. The government will not be responsible for any costs incurred by parties responding to this notice.
