About this opportunity
The Department of the Air Force Air Education and Training Command, through the 42nd Contracting Squadron at Maxwell AFB, Alabama, has published a Special Notice announcing their intent to award a sole source contract to Monaco Enterprises, Inc. (MEI). The contract involves updating the Monaco Fire Alarm system server to the current Windows 11 operating environment and latest hardware suite through the Monaco D-21 Upgrade Process. This notice pertains to fire, security, and life safety equipment services currently in use at Maxwell AFB. The opportunity falls under NAICS code 561621 for Security Systems Services and PSC code 6350 for Miscellaneous Alarm, Signal, and Security Detection Systems. The notice was posted on August 8, 2025, with a due date of August 15, 2025.
The purpose of this sole source award is to upgrade existing proprietary fire alarm systems that are exclusively manufactured and serviced by Monaco Enterprises, Inc. The government justifies the sole source approach because MEI is the original manufacturer and service provider, retains exclusive ownership of the proprietary software, and does not authorize third parties to alter or modify their systems. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing MEI D-21 system at Maxwell AFB. The upgrade process specifically targets transitioning the current system to Windows 11 and updated hardware components. This is not an open competition, as the contract is being awarded solely to Monaco Enterprises based on their proprietary ownership and exclusive authorization to service these specialized fire alarm and life safety systems.

Monaco Enterprises, Inc. (MEI) is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and services currently in use at Maxwell AFB AL. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing MEI D-21 system at Maxwell AFB AL.
