About this opportunity
The Air Education and Training Command's 42nd Contracting Squadron at Maxwell Air Force Base, Alabama has issued a Notice of Intent to Award a Sole Source contract to Moth+Flame, Inc. for virtual reality simulation services. This special notice announces the government's intention to award a contract without competition for the provision of a virtual reality role-playing simulation platform specifically designed for the Air Force Chaplain Corps College (AFCCC). The simulation will enable Chaplains and Religious Affairs Airmen to practice handling difficult conversations on sensitive topics including suicide, depression, moral injury, cultural differences, crisis management, and family issues. The contract will be structured as a Firm-Fixed Price procurement under FAR Part 13 Simplified Acquisition Procedures with a three-year performance period from September 23, 2025 to September 22, 2028. The primary NAICS code for this opportunity is 611710 (Educational Support Services).
The purpose of this virtual reality simulation is to create an immersive learning environment where military chaplains can develop decision-making skills, empathy, and emotional intelligence through interactive role-play scenarios lasting 8-12 minutes each. The system must be web-based with low bandwidth requirements, compatible with Meta Quest 2 headsets and mobile devices, and capable of supporting 30 VR headsets simultaneously. Potential alternative vendors have until August 22, 2025 at 12:00 pm CST to submit their capabilities to the contracting personnel, and must be registered in both the DoD System for Award Management (SAM) and Wide Area Workflow (WAWF) to be eligible. Key technical requirements include developing at least two conversational simulations with pre-recorded interactive responses, creating avatars and environment backgrounds, providing recording capabilities for performance data, and offering consultation support specific to Air Force and Space Force culture. If no responsive alternative offers are received by the deadline, the sole source contract will be awarded to Moth+Flame, Inc. under FAR 6.302-1 authority.
