Simulations that are owned by the government which are modified, will remain property of the government.

Contractor has the required capabilities, knowledge and is the original creator of the VR scenarios currently in use. The VR scenarios are designed and programmed allowing participants to interact in a role-play situation where the participant will practice difficult conversations by choosing the appropriate conversation choices that will appear in the headset whereby the participant will choose by saying out loud the choice they have chosen, resulting in the VR simulation recognizing the choice by the participant and then the other role-player (pre-recorded individual in the VR environment) responds with the appropriate response to continue the simulated conversation in the VR environment. The application platform and scenarios provided by the vendor are not transferable to other software or vendor with similar capabilities.

They are not based on live interactive simulations but are pre-programmed with a set of options for progression through the scenario.
