About this file
This Performance Work Statement (PWS) details a virtual reality simulation project for the Air Force Chaplain Corps College (AFCCC) to develop an immersive learning environment for Chaplain and Religious Affairs Airmen. The simulation will allow participants to practice difficult conversations on sensitive topics such as suicide, depression, moral injury, cultural differences, crisis management, and family issues through interactive role-play scenarios. The vendor must provide a web-based VR platform compatible with Meta Quest 2 and mobile devices, capable of supporting 30 VR headsets simultaneously, with each scenario lasting 8-12 minutes.
Key requirements include developing at least two conversational simulations with pre-recorded interactive responses, creating avatars and environment backgrounds with minimal client direction, and providing recording capabilities to generate performance statistical data. The vendor must also offer technical guidance, scenario development within 12 weeks, ability to execute new scenarios within 7 days, and consultation support specific to Air Force and Space Force culture. The project has a low-risk security classification, allowing both U.S. Citizens and Foreign Nationals to be employed, and will be performed using virtual reality applications and web conferencing platforms.

PERFORMANCE WORK STATEMENT
VIRTUAL REALITY SIMULATION
1.0 INTRODUCTION
Air Force Chaplain Corps College (AFCCC), a part of the Ira C. Eaker Center for Leadership Development, requires services to execute an immersive learning simulation within a virtual reality environment that allows a Chaplain and Religious Affairs Airmen to practice dyadic conversations around topics within the human domain. The use of a conversation virtual reality simulator will allow students within the Chaplain Corps College to practice and experience difficult conversations within the duties of the Chaplain Corps.
2.0 SCOPE
The vendor must provide a unique educational service that allows the conversation within a virtual reality simulator. It shall be designed to provide a conversation and role-play simulation within a virtual reality environment. Participants will interact in a role-play situation where the participant will practice difficult conversations by choosing the appropriate conversation choices that will appear in the headset whereby the participant will choose by saying out loud the choice they have chosen, resulting in the VR simulation recognizing the choice by the participant and then the other role-player (pre-recorded individual in the VR environment) responds with the appropriate response to continue the simulated conversation in the VR environment. The VR simulation shall provide simulated conversation including but not limited to dignified transport, suicide, depression, moral injury, cultural and religious differences, crisis management, financial issues, and family and marital issues. The scenarios are meant to be used in a pluralistic environment. Students are from various religious backgrounds and while the scenarios may have specific religious aspects, no specific denomination should be denigrated or favored. The use of a conversation virtual reality simulator will allow students within the Chaplain Corps College to practice and experience difficult conversations within the duties of the Chaplain Corps. The VR simulation shall also have recording capabilities to provide statistical data on the choices selected by the participant to provide the instructors at the Chaplain Corps College data analysis on the performance of the participants. This data will provide insight into trends, as well as insight into problem areas that may require greater attention and focus throughout training.
3.0 REQUIREMENTS
The support requires the use of a virtual reality role playing simulation, access to the simulation through a web-based platform to a low bandwidth simulation platform or application compatible with Meta Quest 2 and/or mobile devices. The VR simulation will allow for individuals to apply decision making, empathy and emotional intelligence in alignment with the duties of a Chaplain and/or Religious Affairs Airmen in a simulated environment.
Scenarios will be immersive allowing for a greater level of comprehension while promptly applying vital skills.
The government will work with the contractor to develop each individual scenario and modify any currently available scenarios as needed. All new scenarios will become property of the government. Simulations that are owned by the contractor which are modified, will remain property of the contractor. Simulations that are owned by the government which are modified, will remain property of the government. Vendor will:
3.1. Virtual Reality Simulation (Requires the use of virtual reality headsets)
3.1.1. Provide access to simulation for 1-2 hours per simulation execution.
3.1.2. Ability to execute virtual reality simulations for 30 VR headsets.
3.1.3. Provide technical guidance as needed for virtual reality simulation execution.
3.2. Scenario and Environment Design
3.2.1. Develop an interactive role-play VR user experience where the participant will practice difficult conversations by choosing the appropriate conversation choices (3- 4).
3.2.2. Develop no less than two (2) conversational virtual reality simulations each lasting between 8-12 minutes.
3.2.3. Develop an interactive VR simulation with recording capabilities to provide statistical data on the choices chosen by the participant to provide the instructors at AFCCC data on the performance of the participants.
3.2.4. Develop an interactive VR user experience with pre-recorded individuals responding to the participants choices
3.2.5. Ability to expedite scenario development for Virtual Reality Simulation with 12 weeks day turnaround time, if needed.
3.2.6. Ability to execute new scenarios as early as 7 days after scenario development, if needed.
3.2.7. Provide pedagogical guidance and consultation for scenario design, if needed.
3.2.8. Ability to develop avatars that align with scenario development.
3.2.8.1. Develop avatars with little to no direction from client.
3.2.8.2. Develop avatars within the required time to develop a new scenario.
3.2.9 Ability to create environment background that aligns with scenario development.
3.2.9.1. Develop environment background with little to no direction from client.
3.2.9.2. Develop environment background within required time to develop a new scenario.
3.3. Support Specialist
3.3.1. Provide consultation to AFCCC as deemed necessary by the client via e-mail or phone for the following but not limited to:
3.3.1.1 Experience working with multiple Air Force and Space Force organizations.
3.3.1.2 Experience and knowledge of Air Force and Space Force culture.
