Mentor firms must propose developmental assistance that includes over 50% engineering and technical assistance, incorporate an authorized subcontractor contributing at least 5% of annual contract costs, and focus on key technical areas including Information Technology/Artificial Intelligence, Cybersecurity, Geographic Information Systems, and GEOINT visualization. The selection process will evaluate submissions based on technical approach, relevance to DoD programs, subcontracting potential, and overall developmental assistance strategy. White Paper submissions are due by October 23, 2025, following a two-phase submission process, with white papers being accepted for 30 days after the September 24, 2025 announcement date.
This solicitation operates without any set-aside designation and does not identify current incumbents or contractors. The contract will be administered through the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground, with the primary place of performance located in Aberdeen Proving Ground, Maryland. The program structure requires detailed cost breakdowns across multiple categories including Mentor Firm Labor, Protégé Firm Labor, Travel/ODCs, and Authorized Subcontractors, with costs distributed among Engineering and Technical Assistance, General Business Development Assistance, and other qualifying efforts. The initiative specifically targets small businesses, including those owned by socially and economically disadvantaged individuals, veterans, and women, to strengthen the defense supplier base and support DoD mission priorities.
