About this opportunity

The Department of the Army Office of Small Business Programs is seeking eligible Mentor Firms to participate in the Fiscal Year 2025-26 Mentor-Protege Program (MPP), which provides developmental and technical assistance to small business Protege Firms to enhance their capabilities as subcontractors and suppliers under Department of Defense and federal contracts. This is a two-step Broad Agency Announcement requiring interested Mentor Firms to first submit a 15-page white paper describing their proposed Mentor-Protege Agreement, with emphasis on technology transfer and business development in Army priority areas including artificial intelligence, advanced materials, autonomy, cybersecurity, and network technologies. Key requirements include that engineering and technical assistance must comprise at least 50% of total proposed effort, and Mentor Firms must engage an authorized subcontractor (such as an HBCU, MSI, or APEX Accelerator) contributing no less than 5% of contract value. Evaluation criteria focus on importance to Army programs, effectiveness of the proposed protege development approach, utilization of authorized subcontractors, and the Mentor Firm's demonstrated capabilities and experience. White papers may be submitted at any time during the fiscal year, with a deadline of January 30, 2027, and selected Mentor Firms will subsequently be invited to submit technical and cost proposals subject to fund availability.

This solicitation contains no set-aside designations and does not identify any incumbent contractors or specific award values, though individual contract awards are subject to regulatory limits established in DFARS Appendix I. The Mentor-Protege Agreements will have a three-year period of performance consisting of a 12-month base year and two 12-month option years, with three agreement types available: Reimbursable, Credit, and Hybrid arrangements. Selected Mentor Firms must also obtain an affirmation memo from an Army Program Office demonstrating the developmental assistance's strategic benefit to Army operations. The place of performance is identified as Aberdeen Proving Ground, Maryland 21005, and Mentor Firms should direct white paper submissions to designated Army contracting personnel to be evaluated on a rolling basis throughout the fiscal year.
