About this opportunity

The U.S. Marshals Service is procuring two used 2025 Chevrolet Silverado Crew Cab Short Bed 4WD vehicles through a competitive solicitation. The vehicles must have specific technical specifications including a 5.3L EcoTec3 V8 engine with Dynamic Fuel Management, 10-speed automatic transmission, 4-wheel drive capability, and no more than 5,000 miles on the odometer. Acceptable exterior colors are limited to Sterling Gray, Slate Gray, White, or Black, and the vehicles must include advanced safety features such as Automatic Emergency Braking and Lane Keep Assist with a comprehensive warranty package. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where the government will award to the lowest-priced offeror whose proposal meets all technical requirements without allowing any substitutions. Critical dates include the solicitation issue date of September 12, 2025, with offers due by September 15, 2025, at 9:00 AM ET, and a performance period extending from September 29, 2025, to March 29, 2026.

This procurement is designated as a 100% small business set-aside under NAICS code 441110 (New Car Dealers) with a size standard of $30.5 million, though no specific contract value range is disclosed in the solicitation documents. The solicitation requires delivery of both vehicles within a maximum 30-day period to the U.S. Marshals Service facility located at 808 McKee Street in Dallas, Texas 75215. These vehicles are intended for mission-critical operations supporting the U.S. Marshals Technical Operations Group in their fugitive apprehension activities. The procurement follows FAR 13.5 Simplified Procedures for Commercial Items and explicitly prohibits dealers from affixing any identification items such as decals or logos to the vehicles. The brand name justification specifically targets Chevrolet vehicles to maintain fleet uniformity for the USMS operations.
