About this opportunity

The Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response is conducting a Request for Information (RFI) to support market research for pharmaceutical procurement through the Strategic National Stockpile (SNS). The RFI seeks information from vendors capable of supplying four specific pharmaceutical products: Amoxicillin 400mg/5ml oral suspension, Ciprofloxacin 250mg/5ml oral suspension, Ciprofloxacin solution for injection, and Clindamycin phosphate. Vendors must be FDA-approved and able to provide detailed business information including CAGE code, SAM UEI number, and complete a capability questionnaire. Responses are limited to 15 pages and must be submitted electronically to Contract Specialist Terri Reed by 4:00 PM ET on January 8, 2025. This RFI is explicitly for market research purposes and does not guarantee future solicitation or contract award.

The procurement is not set aside for any specific business classification and is open to both large and small businesses under NAICS code 325412 for Pharmaceutical Preparation Manufacturing. The quantity requirements are substantial, including 167,526-293,856 bottles of Amoxicillin suspension, 162,533-213,192 bottles of Ciprofloxacin suspension, 4,726,920-6,721,000 bags of Ciprofloxacin injection solution, and approximately 1.2 million vials of Clindamycin phosphate. Vendors will need to provide detailed information about their manufacturing capabilities, including packaging configurations, pallet quantities, TAA/BAA compliance, manufacturing locations, and past performance on government contracts. The RFI template requests specific details such as NDC numbers, unit costs, delivery timeframes, and manufacturing capabilities over a four-year period. While no specific award value is mentioned, the volume of pharmaceuticals suggests a significant potential contract opportunity for qualifying vendors.
