About this opportunity
The Department of the Air Force Air Mobility Command is soliciting contractors for comprehensive pavement preventative maintenance services at Dover Air Force Base in Delaware. The procurement encompasses applying Gilsonite-based asphalt sealer to 38,000 square yards of roads and parking lots, sealing 20,000 linear feet of asphalt pavement cracks, sawcutting and repaving 120 square yards of deteriorated asphalt pavement, and striping 1,500 linear feet of four-inch wide line markings. The solicitation requires contractors to submit detailed work plans demonstrating their technical capability for pavement maintenance procedures, along with three past performance surveys including at least one project completed within the last four years involving similar paving work. The Air Force will use a subjective trade-off source selection technique evaluating proposals based on technical capability, past performance, and price, with a Combined Technical/Risk Rating determining the evaluation outcome. Following a recent amendment, the deadline for submitting questions has been extended to July 8, 2025, at 1:00 PM EST, while proposal submissions are now due by July 22, 2025, at 1:00 PM EST, with proposals required to remain valid through September 30, 2025.
This opportunity has been designated as a total small business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45,000,000, having been recently amended from its original small disadvantaged business set-aside designation. The contract value is estimated between $250,000 and $500,000 and will be awarded as a firm-fixed-price agreement with a performance period of 180 calendar days. The work will be performed base-wide at Dover Air Force Base in Delaware, with contractors expected to execute the pavement maintenance activities using multiple mobilizations based on priority lists provided by the project manager. The solicitation does not identify any incumbent contractors, and no site visit will be conducted for this requirement. All work must comply with Davis-Bacon wage determination requirements for Kent County, Delaware, with prevailing wage rates ranging from $22.89 to $65.86 per hour depending on the job classification, and contractors must complete Antiterrorism Awareness Level I training and adhere to Force Protection Condition protocols while working on the installation.
