About this file

This document is an Antiterrorism Awareness pamphlet for contractors working at Dover Air Force Base (DAFB). The pamphlet provides guidance on identifying and reporting suspicious activities, defining terrorism, and understanding Force Protection Conditions (FPCON). It outlines specific behaviors and indicators contractors should watch for, including surveillance, elicitation, security tests, suspicious persons, and unusual movements or transactions.

The document details five FPCON levels (Normal, Alpha, Bravo, Charlie, Delta) with increasing protective measures and threat assessments. Contractors are instructed to report suspicious activities to the 436th Security Forces Squadron at (302) 677-6666, providing details such as their name, company, precise location, and contact information. The pamphlet emphasizes that contractors are considered "Force Multipliers" in maintaining base security, with an expectation to be vigilant and alert to potential threats in their work environment.
