About this opportunity
The Department of the Air Force Air Education and Training Command is seeking a non-personal services contract to provide Air Force Reserve Officers' Training Corps Instruction Support Services (AFRISS) through the 42d Contracting Squadron at Maxwell Air Force Base. The procurement aims to support 145 AFROTC detachments nationwide by securing instructional and administrative support services for cadet management, aerospace studies instruction, and related educational activities. Potential contractors are currently invited to participate in a sources sought synopsis to help the government develop its acquisition strategy, with responses due by 12:00 P.M. Central Standard Time on March 25, 2025. Respondents must provide comprehensive company information, including business type, contact details, and capabilities under NAICS code 611430, which has a size standard of $15.0 million. The government emphasizes that this is not a formal solicitation and companies should avoid submitting proprietary or competition-sensitive information.
The procurement is designated as a total small business set-aside, targeting businesses within the Professional and Management Development Training sector. The base contract period is scheduled from July 21, 2025, through June 20, 2030, with four additional one-year option periods potentially available. The initial contract will require supporting approximately 15,000 cadet personnel actions annually and maintaining instructor qualifications across multiple university locations. While specific award value ranges were not explicitly detailed, the comprehensive scope suggests a significant multi-year contract opportunity. Contractors will be responsible for providing instructors, managing administrative support, completing mandatory training, and supporting cadet recruitment and development activities across various AFROTC headquarters and university detachments. The government will evaluate responses based on companies' ability to meet non-personal services contract requirements and provide comprehensive AFRISS support.
