About this opportunity
The USDA Forest Service's National Technology and Development Program has published a Special Notice announcing its intent to award a sole source firm-fixed price contract to FARO Technologies, Inc. for a FY25 Advance Imagery Mobile Scanner. This Notice of Proposed Contract Action is being conducted under FAR 13.106-1(b)(1)(i) authority, which allows the government to solicit and negotiate with only one source. The contract falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The anticipated performance period runs from September 30, 2025, through October 30, 2025. The notice was posted on July 24, 2025, and will remain open for seven business days as required by federal acquisition regulations.
The primary purpose of this Special Notice is to conduct market research and determine whether competition would be advantageous to the government before proceeding with the sole source award. Interested contractors who believe they possess the necessary expertise and experience must submit their technical capabilities in writing to Samuel Wu at sam.wu@usda.gov by August 1, 2025, at 11:00 AM PST. Responding firms must provide specific information including their business size classification (small business, disadvantaged business, veteran-owned small business, or HUBZone certified), appropriate NAICS code, and UEI number. The government emphasizes that responses are strictly voluntary, no payment will be made for submitted information, and any determination not to compete the contract remains solely within the government's discretion. Contractors must provide clear and convincing evidence that competition would benefit the government to potentially influence the acquisition strategy.
