About this opportunity
The Centers for Disease Control and Prevention (CDC), specifically the National Institute for Occupational Safety and Health (NIOSH), is seeking research and development proposals for mine safety and health technology through a Broad Agency Announcement (BAA). The solicitation focuses on two primary research areas: developing non-regulatory personal measurement technologies for coal dust and silica, with a particular emphasis on low-cost, real-time wearable units for measuring respirable crystalline silica dust, and open-ended research to improve mine safety or adapt technologies from other industries. Proposals will be evaluated based on scientific and technical merit, innovation, commercialization potential, past performance, and pricing. Key deadlines include a concept paper Q&A deadline of January 3, 2025, concept paper submission deadline of January 20, 2025, full proposal Q&A deadline of March 3, 2025, and full proposal submission deadline of March 20, 2025. Eligible offerors include public and private organizations, educational institutions, nonprofits, and state/local government agencies.
The BAA has a total available funding range of $2-5 million, with anticipated awards of 6-10 contracts ranging from $200,000-$300,000 each, not exceeding $650,000 per award. There are no specific set-aside designations for this opportunity. The desired period of performance is 36 months or less, though projects up to 48 months will be considered. Awards will be made as firm-fixed-price contracts with the place of performance located in Atlanta, GA 30329. The solicitation falls under the Research and Development in Physical, Engineering, and Life Sciences NAICS category (541715) and follows FAR 35.016 and FAR 6.102(d)(2) for competitive selection of research proposals. The BAA is structured to ensure full and open competition in compliance with the Competition in Contracting Act of 1984, and all contracts will be awarded based on the comprehensive evaluation of submitted proposals.
