About this file
This is a Questions and Answers document for NIOSH BAA RFP# 75D301-25-R-00072 "Development and Demonstration of Mine Safety and Health Technology" that addresses two key inquiries from potential offerors.
The first question concerns submitting multiple related automation projects within a single concept paper, which CDC/NIOSH rejected, requiring separate concept papers per effort. The second question seeks clarification on priorities between infrastructure/reporting systems for dust monitors, development of affordable personal dust monitors, or a combined approach. CDC responded that they will prioritize proposals that best address health and safety issues regardless of approach, noting that cost-effective personal dust monitor development aligns with their areas of interest.

Offeror envisions a large scope of work relative to mine automation and support for automation. This collection of work, in it’s entirety, is not obtainable within the funding guidelines of this BAA. Offeror would like to break the scope down into 3-4 smaller efforts each with similar timeline, budget, and skill/resource requirements. Is it acceptable to submit each of the subprojects within a single (1) Concept Paper thus reducing the overhead for NIOSH in evaluating the proposals? In this format, NIOSH could advise Offeror as to which effort(s) would be of interest prior to submitting Full Proposals.
No, since each effort will be standalone, the offeror is instructed to submit a concept paper per effort.

Offeror is considering a proposal that includes both the development of robust network infrastructure for collecting and reporting dust data and the creation of a cost-effective personal dust monitor. We also aim to support third-party sensors within our system, ensuring flexibility and broader adoption by the mining community. Given the limited funding available, could you clarify if NIOSH prioritizes proposals focused on:
1. Infrastructure and reporting systems for existing or future dust monitors 2.Development of affordable and accurate personal dust monitors 3.A combined approach that addresses both?
The CDC prioritizes proposals that best addresses the health and safety issue identified within the proposal, which can include any of the three (3) elements you listed in the question. Additionally, the creation of a cost-effective personal dust monitor is more in line with the area of interest.
