About this opportunity

The contractor's commercial repair facility must be located within a 50-mile highway driving radius of Joint Base Charleston–Naval Weapons Station, South Carolina, to mitigate transportation risk and enable mandatory in-person joint sea trials with USAF personnel. Work must be completed within 90 calendar days of contract award.
The scope requires removal of legacy propulsion and control systems and installation of two new 4-stroke Electronic Fuel Injection outboard engines (minimum 150 horsepower each, 25-inch shaft length, NMEA 2000 compliant), a hydraulic steering system, marine-grade tinned-copper wiring, two 12V marine-grade AGM batteries, USCG/ABYC-rated fuel lines with anti-siphon valves, and a digital LED marine gauge dashboard. All components must be brand new from OEMs, comply with ABYC, USCG, COLREGS, and EPA standards. The contractor is responsible for round-trip transportation and must provide OEM warranties for all installed components plus a minimum 12-month comprehensive warranty on workmanship. Acceptance requires successful sea trials with no installation-related deficiencies and a defect-free final delivery inspection.
Vendors may submit questions and requests for clarification regarding the attached draft Performance Work Statement through August 5, 2026, 1:00 PM EDT to the Contracting Specialist (daniel.collins.35@us.af.mil) and Contracting Officer (aaryn.scires.2@us.af.mil).
