About this opportunity

The Department of the Navy Naval Sea Systems Command awarded Raytheon Company a $34,050,495 multi-type contract (firm-fixed price, cost-plus-fixed-fee, cost-plus-incentive-fee, and cost only) for design agent and engineering support services for the Cooperative Engagement Capability (CEC) system, a critical major weapon system that provides sensor network capabilities with integrated fire control to improve strike force air and missile defense. The contract includes options that, if exercised, would bring the total cumulative value to $903,955,218 over the performance period from fiscal years 2024-2029. Work will be performed primarily in Saint Petersburg, Florida (81%), with additional work in Largo, Florida (16%) and Maynard, Massachusetts (3%), and includes design, development, integration, testing, maintenance, facility management, advanced studies, software sustainment, and configuration management services. The contract was awarded as a sole source procurement under 10 U.S.C. 3204(a)(1) because NAVSEA determined that only Raytheon possessed the necessary technical knowledge and experience to meet requirements without unacceptable delays, with completion expected by November 2025.

This awarded contract is for design agent and engineering support, which includes facility management, advanced studies and integration, science and technology testing, software sustainment and support as well as configuration, data, and Diminishing Manufacturing Sources and Material Shortages management. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies.
