About this opportunity
The Naval Sea Systems Command (NAVSEA) has issued a Special Notice regarding its intent to award a sole-source contract modification to Raytheon Company in Largo, Florida for Cooperative Engagement Capability (CEC) Design Agent Engineering Services. This modification will expand the scope of existing contract N0002425C5239, which was originally awarded to Raytheon on November 26, 2024. The contract falls under the Computer and Electronic Product Manufacturing NAICS category and involves other than full and open competition procurement procedures. NAVSEA intends to negotiate exclusively with Raytheon under Federal Acquisition Regulation authority 6.302. The notice was posted on June 11, 2025, with responses due by June 20, 2025.
The primary objective of this contract modification is to acquire government purpose data rights for Raytheon's Independent Research & Development (IR&D)-developed software that supports expanding network operations beyond line-of-sight capabilities. Interested parties have until June 20, 2025, to identify their interest and capability to respond to the requirement, though this notice is explicitly not a request for competitive proposals. The government retains sole discretion in determining whether to conduct a competitive procurement based on any responses received. Any information submitted will be considered primarily to assess whether competitive procurement procedures should be implemented. The procurement authority allows NAVSEA to proceed with sole-source negotiations, though the agency is providing this opportunity for other contractors to demonstrate their capabilities before finalizing the modification with Raytheon.
