About this opportunity

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements, with formal solicitation expected on or after June 24, 2026. The agreement period runs October 1, 2026 through September 30, 2027, with government options to unilaterally extend for four additional twelve-month intervals. No set-aside applies.

Services include substance use treatment and testing (urinalysis collection, assessments, residential treatment, substance use counseling) and mental health treatment (psychiatric evaluations, medication monitoring, mental health assessments, counseling, and dual diagnosis services). Short-term residential substance abuse treatment vendors must provide services for both male and female clients and accept clients participating in medically managed treatment. Work is performed across multiple locations within the Eastern District of Texas, including Lufkin, Orange, Prosper, Longview, Sherman, Lewisville, Celina, Brownsboro, and Denton.

Offerors must demonstrate facility availability within their assigned catchment area, staff meeting required experience and professional qualifications, and pricing as low or lower than charged to the offeror's most favored customer for comparable quantities under similar terms and conditions. Early SAM.gov registration is recommended but not a determining evaluation factor; registration is required before award.
